To get Venthyr Concordat you need reach Eye of the Jailer Tier 3/5 on The Maw by completing World Quests and Killing Elite/Rares.
When you reach Eye of the Jailer Tier 3/5 you gain the debuff Hunted.
When you are being hunted, an assassin will strike when you enter in combat.

These assassins has chance to drop Venthyr Concordat.

Dropped from Exos, Herald of Domination for me. Had 17 total kills on him.

Judging by the loot table, it looks like assassins have the best chance of dropping this.

i've killed 80 of my own assassins. i feel like it should have dropped by now... can anyone else share how many kills it took them please?

edit. i am passed 100 kills now and still no drop.

I have killed over 1000 assasins with no luck.

Edit: 35 minutes after I complained there, Venthyr Concordat has dropped from either very first assasin(not my own) or Stygian Incinerator. Killed and looted both at the same time.

Since you kill the Eye of the Jailer on 9.1. How can you obtain Venthyr Concordat? It's supposed to be dropped from Assassins.

Does this still exist? Been killing rares for weeks now in The Maw and no drops...it's that last one I need for a long time.

Venthyr Concordat just dropped for me off Soulforger Rhovus. (Last Maw Lore Item I needed for Deciphering Death's Intentions.)

Don't give up hope. I just today got it from a nonelite mob I was killing for the nightfae assault. I think this has low chance to drop off of basically anything in the Maw. Just keep playing shadowlands and hopefully you will get this before the expac is over.

Farming for months every single Maw rare, making even a fresh Alt to start all over again and farm assassins...
I'm still stucked, missing one lore item for each char: Venthyr Concordat on main/Constellant Writ on alt.
Can't understand the system tho, it seems that in the beginning the common lore items literally rain on you, no matter which ones you drop, but the far you go into the achievement, the less your chances are and it seems like they are even daily locked. So frustrating.

EDIT: After months spent looking for it, today my search is done. I'm free.
To all the people struggling out there I've something to say: despite I have often farmed for hours on the same day, I got the item on my FIRST KILL OF THE DAY . I hope I helped someone, don't give up.

So, for anyone farming this in 9.2.5 and beyond. First of all, 1.7% drop chance from Mawsworn Blackguard my a##. It's waay lower than that, even Kua'fon egg took me fewer attempts. Second, it still drops.
Took me about two weeks of dedicated farming. Naturally killed couple hundreds of assassins and hundreds of rares back in 9.0, it didn't drop. Returned to farming it in 9.2.5, and after over 700 Mawsworn Blackguard, couple dozen of rares, and a support ticket (where GM just confirmed that it still drops, but is likely to take hundreds and hundreds of kills) it finally dropped.
Peculiarly, also on the first Mawsworn Blackguard of the day, similarly to several other commenters here. According to this and Wowhead commenters from other languages, I'd advise you to farm this like a regular rare - one Mawsworn Blackguard per daily reset. It does seem that either you get your drop on your first kill of the day, or you don't get it at all.
So, yeah, it's like farming for a mount, except you don't get the mount in the end.

If you are like me and have this as one of the last items left for the Deciphering Death's Intentions achievement, I have a tip:

Make sure that you go the maw first thing you do in the day, and have the very first thing you kill be a Mawsworn Blackguard. There are usually a couple of them by the Odalrik encounter.

I suggest this because it is how I got it, and it was after noticing a strange pattern in the drop rates. It seemed every day whenever I was in the maw first thing after logging in on my first toon I would get one of these quest drop items after killing my first few enemies. So I decided to do an experiment. I logged off in Oribos for the night and the next morning after reset time I logged back in, went down to the Maw and went straight to the nearest blackguard and sure enough it dropped a Venthyr Concordat.

So, it appears that there is something in the drop rate programming that makes one of these items have a very high drop chance in that sort of circumstance. I tried it again the next day on another toon and it happened again. I don't know what the drop rules are for these item drops, but I would give this a try first rather than wasting hours farming the same mob hoping for a drop.
