Forbidden Sea Shanty of the Horse is located inside the building in the west part of Freehold near the cliff.
There are 2 buildings there, item is in the south one.
To get the item loot the Scoundrel's Songbook laying on the table.

Certainly a reference to the traditional shanty, "The Dead Horse". The dead horse is a reference to a sailor's first month of pay; generally this would be given in advance, and since sailors were not known for being wise with their money, was often entirely wasted before the ship set sail. (Hence the horse is "dead", because the money is gone.) Some ships would observe a custom of drowning a horse in effigy at the end of the first month to signify the beginning of actual wages being paid. The lyrics vary, as with all folk songs, but are generally along these lines:

A poor old man came riding by
(And we say so, and we hope so)
A poor old man came riding by
(Oh, poor old man)

Says I, old man, your horse will die
(And we say so, and we hope so)
Oh, poor old man, your horse will die
(Oh, poor old man)

For one long month I've ridden him

I found this after completing all of the Freehold quests (so no hat and *almost everything is hostile). It's at the cords already mentioned in comments. When I got it Reed "the flirt" Fisc was dancing on the other bar, not the one with the book on it, but was aggroed when I grabbed the book. It only aggroed him and two other pirates so it wasn't impossible. :)
