Just had this drop (yes this, the 970 Legion Legendary) on Raid Finder. Drop was from Goroth (noticed he isn't up there yet), The Gates of Hell, The Tomb of Sargeras. Will post screens in a moment (just made an account for this). I don't have the addon for WoWhead to upload data, but there you are!

It makes icy-veins list of leggos at #6 out of 7 with Kil'jaeden's Burning Wish at #7. They say leggos 5 through 7 are considerably worse than the first four. Frowny face, right?

Well, let's not grumble so fast.

It's got great, if not the best base stats of the top legendaries for a ret pally.

OK. It's a Divine Storm buff. Now, before you start moaning that it's not a single target buff... and only single target bosses count... just hold your horses.

One thing to note is that you'll see your Divine Storm aoe ability 'stack up to' 30 stacks of the Scarlet Inquisitor's Expurgation buff doing over 180% increased holy damage to all nearby enemies, granted that you use it every minute or so. That's a long time, but it is what it is. Wake of Ashes, the aoe spell that I always relished, does roughly half of that, but in half the time. Considering that, without this piece for example, to give you a benchmark, at ilvl 945, Divine Storm clocks in at 360,000 holy damage to everything within 8 yards (your mileage will vary according to your other gear) , but with Scarlet Inquisitor's Expurgation, at 3 holy power and 30 stacks, Divine Storm can now dish out 1.3 Million damage to each target within 8 yards. You now have a pretty viable damage dealer, even against a single target.

My only point is, with this piece, there are times when casting Divine Storm against a single target like a boss will do twice the damage than your go to Templar's Verdict will do, so WATCH THOSE STACKS even when you're in a single target fight. Put it this way: At 15 stacks, it does the same damage as Templar's Verdict, and after 16, increasingly more than Templar's Verdict.

It basically turns your Divine Storm into a Kil'jaeden's Burning Wish with better base stats, a 1 minute cooldown instead of 1.2 mins, and a 2 yard shorter range. But better than Kil'jaeden's Burning Wish, which has a fixed damage output, the damage output of Divine Storm with Scarlet Inquisitor's Expurgation is a percentage so it will only scale up with your other gear. This will definitely take you into BoFA.

When you lose your artifact, and consequently Wake of Ashes, you might still like having this leggo to keep your aoe, and even your single target strong (yes losing the Wake of Ashes holy power bump will stink when it comes to our rotation... no doubt). But I'm just trying to look on the bright side. You'll keep this for a while.

Yes, the stacks of Scarlet Inquisitor's Expurgation do show up in your buff tracker of choice, but if you need a bigger tracker for your stacks, there is a weak aura here under the name Scarlet Inquisitor's Expurgation that you can stick on your screen. It's helpful to track the stacks.

Well, there you go. Something you can work into your rotation depending on the circumstances, and if you're short on the BIS legendaries, maybe you'll get a lot of mileage out of it. Not too shabby. Maybe that will turn your frown upside down.
