Others have already said it already, but it really does depend on your gear. At lower gear levels (item level 219 and below), Fury will struggle compared to Arms. They will be relatively close from then onward, and at that point you should play whichever you like better. To get the most out of Fury, you really should have two weapons that are 232+ dps. Both specs will be similar until you have have two 255+ dps weapons, then Fury will pull ahead of Arms. Axes & polearms are noticeably higher dps for Arms than swords or maces, so often it will come down to what weapon do you get lucky enough to obtain first.
But also keep in mind, Fury is *very* dependent on raid buffs. If you are primarily running 10-mans and do not have every melee dps buff available, you will likely do more dps as Arms. If your raid doesn't have another Arms warrior or Feral druid (but already has a Fury warrior), you would help everyone out by being Arms for the buffs.
