Arms is generally considered the PVP build, however you have to realize most players when referring to PVP are talking from a max-level perspective (or if not, their experience is highly limited to their level). Fury is for sustained damage, e.g. PVE dungeons, etc.
For leveling, you have to consider several things, just as glowsticky said.
"Are you on a PVP server?" "Do you plan on doing dungeons with groups?"
- the list goes on.
As far as leveling from 20 to 40 - it is in my opinion the best route is actually Arms. The reason for this is the general lack of itemization which is so very important & specific for Fury builds relying on dual wield.

I would still say fury because of enrage and flurry. That is a huge boost in damage even if you do miss because you DW.
I went arms though since I am on a PvP server, but would have gone fury if it was a PvE server. Once you get to STV people try to kill you all the time and as arms it saves time being able to kill others before they kill you.

In my opinion, yes.
Like said above, you will have many PVP opportunities on a PVP server while questing.
To help add to my post above I would like to say that Arms is the easier talent tree to learn & allows you to focus on your class as you level from a simpler point of view. The change to Fury in the 50s or early 60s allows you to continue the learning process from an entirely different view, using skills you have already learned along the way.
Itemization is the biggest issue for Fury, though. This is because you require different stats, just as Shizreborn touched on.

also agree. realy big difference, and i realy recommended to go fury and dual-wield in outlands at 58 lvl.
so, start at arms, and go to dualwield either at 58 or some time before, if u can get realy nice one-hand weapons

Remove a point from a "filler" talent such as Improved Execute or Improved Berserker Rage. You'll get over the loss of Imp. Zerker Rage, though it's quite handy (you'll likely never use it for the rage purpose unless you're solo).

Removed Imp. Execute & Zerker Rage.
Added Imp. Zerker stance & Imp. Tclap (will help with survival...either this or Imp. Heroic Strike, whatever you want).
It's just a matter of sacrificing the most insignificant moves...such as Imp. Berserker Rage (you won't be using this move for more rage, you already have a ton of rage gen talents) or Imp. Execute (this is debateable).
You could always dip a couple points from Imp. Zerker stance for something, but I would say at least take 3-4 points in it or it's not worth it at all.
