No.
Managing 40 people is hell. Not to mention the difficulty it will cause to raid rosters when you have 1 40 man raid, but then the next raids will be back to 25.
Most guilds have about 20 regular raiders and another 10 raiders who cycle through every week due to schedules or performance reasons; basically a bench. Bumping the maximum size of a raid back up to 40 forces them to recruit more players and a larger bench, who end up getting left out with the raids in the next expansion.
The issue is rather moot since Blizzard themselves don't want raids to go back to 40, though this was mentioned back before BC released.

Well since making normal 10man and heroics 25man, I hope they make Icecrown:
Normal: 25 man
Heroic: 40 man
I mean, come on. It's the Lich King we're talking about. Nothing more heroic than 40 full tier-9 players against him. But, 40-mans will no doubt cause lag, and we'll probably see Icecrown heroic as a 25man. Though I hope getting to Arthas becomes like getting to Algalon the Observer.

No, because play will not be smooth for many who already lag in 25 mans, and if you are a raid leader, you will know the sheer hell of trying to organise 25 people (especially if you're not in a large guild), and I cannot imagine the nightmare of trying to ensure 40 people do the right thing. So if it was 40 man, it would have to be fights where one person can't wipe the entire group (ie. thaddius style would be bad), but this them limits tactics and forces fights to be simpler. Thaddius on 10 man is easy, thaddius on 25 man with one person who goes the wrong way or isn't paying attention is a wipe, imagine it on 40 man! It would certainly ensure no pug ever cleared content anyway and I thought this was one of the things blizzard was aiming to encourage (all can experience content), not limit.

The original naxx was 40 man. People dealt with it. The reason they won't make ICC 40 man is because they want as many people as possible to experience the content, as mentioned above.
Not lag, Not organization, not the complexity of fight mechanics.
Fortunately, they are starting to get the balance right. T1-2-3 were REALLY hard to get, and T4-5-6 was better, but aside from people 2/4 t4 in Kara gear, it still wasn't welfare gear.
Now everyone and their mother is 5/5 T7.5 because you could get it everywhere, but at least T8 is on the back-end of ulduar, so you have to at least pretend to know what you're doing to get to it.
I've raided 40 man, 25 man, 20 man, AND 10 man, and I gotta say, the new system is great for experience, gear, and progression.
All that being said... ICC will be 10man normal, 25 man heroic. Why? because they said so. :P
Edit because my formatting fails.

As nice of an idea that is....
The lag would be extreme.
The commitment to such a raid would be impossible (or nearly so).
And....
TOO MUCH LAG.

Does anyone here aside from me think that Icecrown should be a 40-man raid?
I think it should because the old 40-mans have kinda died out and they were always fun. Share your views on this.
Obvious troll is obvious.
Doesn't look like a troll to me - it being Arthas, it *is* kind of a big deal and I could sorta see where they're coming from (the OP I mean)...
... on the other hand, it *does* look like someone who's never actually been in a 40man (except maybe WG and 'For the Horde!/Alliance!). I've heard a lot of thoughts similar to this one from newer players. Or perhaps, they've been in some, and it was fun, but it was because they didn't have to run/organize it.
ICC will be 10/25, the Lich King will be defeated by many - I can't wait to see what ICC's "Algalon" will be, though.

rather than an unknown party of 40 man, it makes more sense with 10 unknowns and one Highlord Tirion Fordring.

a team of 10 people taking down the LK would not seem all that epic tbqh..
a normal and heroic 25man would be nice, seems much fitting, slap in a bunch of npc helpers from lore and you're good to go

Yes, I'm sure the 40 man raids were fun...for the <5% of the player base that could run them.

If 40 man raids ever would happen to return in 5-6 years, assuming WoW is still running, I would go to the competitor of the time. I am not one to subjugate (I hope this is the word I'm thinking of... :x) myself to torture (Read : Lag) just to feed a corporate demon's wallet.

haven't done any real raiding...but from what i've heard/seen...
there's more lag in Northrend than Outland...so raids should follow suit too.
who knows, maybe normal IC, you wont fight Arthas...but in heroic you do. Heroic instances have bosses that only show up in heroics...i can see them doing it here too.
