There's no point in taking spells out of bars. I hope you are not shifting between spells or only using 12. This even includes offensive spells and Shadowfiend. I certainly hope you are not clicking (very time inefficient and a handicap for mobile fights, which there are plenty of in Ulduar), even for potions or other in-combat consumables. If you haven't keybinded every spell, go get Bartender now. Nearly every spell has their use:
- Holy Fire/SW:P/Mind Blast/Smite - Used in any fight that requires EVERYONE to DPS (eg. Hard mode XT's heart for undergeared guilds, Hodir hard mode, TBC Sunwell bosses, etc.)
- Levitate: Haven't seen much PVE necessity for this in Wrath. Useful for Shade of Aran in TBC when playing with baddies, rofl.
- Shadow Word: Death: Forces a ProM on you to bounce off, healing you more than it damages while simultaenously spreading ProM without you needing to cast it again (saving mana/time/cooldown)
- Please Macro Inner Fire + Divine Hymn together. These two spells synergize best with each other.
- Fear Ward: Auriaya comes to mind in Wrath. Lots of bosses used Fear in the past (Archimonde being a notable boss).
- Okay, Lesser Heal and Heal aren't used.

Mind you, I quit before 3.2 came out, but I've been able to compete with competent Druids in nearly all of Ulduar as a Holy Priest when it came to meters, probably beating them on a 50/50 basis (mostly dependent on the fight though).
Yes, you do want to take advantage of your instants as often as you can. This isn't like early-BC where you're constantly casting/cancelling and timing your Flash/Greater Heal for the big hit. This isn't like late-BC where you can just spam CoH. You have to be real smart with your cooldowns and probably want to use them whenever they're available.
ProM works well on tanks in most cases, but if you want to maximize its use, be sure to cast it to the tank nearest to others who are taking a pummeling. Otherwise, it may heal just once and never pass. On the other hand, you can be close to your target and have it pass on to you, then move out and SW:D someone to spread it to the other side before your ProM cooldown is even refreshed. Don't neglect SW:D to maximize ProM use!
Shielding is very mana-intensive so you want to avoid it as a Holy Priest except for when someone absolutely needs an instant absorber (eg. they have 1 hp left) and your Guardian Angel is on cooldown. If you have Body and Soul, it can be used to help out the baddies in your group and whatnot. It also makes Warrior tanking with Vezaxx much easier. However, shielding yourself before a Tantrum/during Mimiron phase 2/right before a big AoE hit is a good idea if you want your Prayer of Healing/Divine Hymn to not be interrupted.
Circle of Healing is your main spell. You generally want to use it on every cooldown unless it's unnecessary or you need to save it for a big spike that is coming within the next 5 or so seconds. It's cheap, it heals for a lot (considering it's getting 6 targets. You do have it glyphed, right?), and it's instant. Please, use it very often.
I was always more of a Renew than a Flash Heal guy for numerous reasons. Renew continues to tick, but it's instant speed allows you to compete with Druids while the 3/3 talent still lets it heal for a good amount. It's also more mana-efficient in numerous cases (eg. continuing to heal through an uncurable DoT/continuous raid damage).
Of course, Flash Heal is still important. Always take advantage of instant Flash Heals from Surge procs, as they build Serendipity and allow you to instantly heal a good chunk of life for absolutely no mana cost. In fact, if geared properly enough, you should be able to refresh your Serendipity stack rather quickly from Surge procs alone before a big AoE hit (such as Kologarn's Oblivion, or a Tantrum). This is great as it allows you to cast Prayer of Healing in a reasonable amount of time, not only allowing you to compete with Druids on meters but also healing more people in a shorter amount of time for hard modes so they don't die. Of course, you still want to manually cast this on people who are hit rather hard or to refresh the stack when crits aren't going your way.
Prayer of Healing is your strongest heal (excluding Divine Hymn) for a lot of Ulduar (I can't say for ToC, having never done it). However, it's also one of your slowest. Which is why you need Haste (though mostly from non-enchanted/gemmed gear stats) and Serendipity stacks. Most, if not all bosses, deal spiky or continuous AoE damage in a predictable manner, so build up your Serendipity and start casting based on their timings.
Greater Heal is incredibly situational, costly, and expensive to use. However, it's very powerful and actually more "mana-efficient" than, say, Flash Heal. However, it's very susceptible to being overhealed or beat in time due to its massive healing amount and slow cast time. Thus, you nearly always need 3x Seren and/or some kind of haste buff to even consider using this. A good amount of discretion is needed as well. Plus, it's only healing one target rather than a lot.
Grid is highly customizable. You can change how it looks significantly, whether it's making them really big and easy to read colorful blocks or hi-tech, pixel-fonted buttons with tiny icons indicating aggro/magic debuffs/incoming heals/etc. (you need good eyes for this).
A lot of bosses do either predictable raid and single-target damage (XT with Tantrum for raid and bombs for single-target) or continuous raid damage (entire Sapphiron battle, for instance). You have to vary how you use your healing repertoire likewise.
For someone like XT, Kologarn, or Auriaya.
Build up Serendipity and keep it stacked. Use Renew/Flash Heal/ProM generally when it's calm, CoH when at least three people are hurt for whatever reason (it's basically a free Surge of Light proc if you have a reasonable amount of crit, which is basically a free Serendipity stack). However, hold back on using CoH and ProM if you know or sense that a big incoming AoE/raid damage attack is incoming (Tantrum/Shockwave/Oblivion!).
First, ProM somebody before the big hit comes.
Then, start casting PRAYER OF HEALING (your cast time should be relatively quick with 3x Serendipity). Be sure to either pre-cast or cast nigh immediately to get it off that much faster. If you're still a bit slow, check your Grid frames to see if someone else is already casting a party heal on your desired group and quickly choose another. Healers tend to prefer healing a specific group (whether it's cause the party has a friend of theirs, has themself, has the melee guys, or has the tanks), so take that in mind and adapt likewise.
When that is done, immediately follow up with a Circle of Healing, which is a smart heal and thankfully chooses the weakest targets for you.
Renew or Flash Heal up the rest of the raid. Re-stack ProM if needed. Flash Heal generally needs some experience and discretion to be able to know whether or not you'll be beat to the cast time. Renew is instant, heals over time, and heals a good amount initially as well (you do have the talents maxed, right?), but Flash Heal has the potential to be more conservative in most realistic instances (since much of a HoT is usually wasted, especially in 25 mans).
With bosses who deal sustained but more painful damage (such as Mimiron), you basically want to use ProM and CoH pretty much whenever the cooldown is available and people aren't completely topped off. Flash Heal on pretty badly hurt guys and if you can afford the lack of mobility, otherwise Renew or wait just a second or so to see if anyone else is hurt. Prayer of Healing every 3 Serendipity stacks if a party ever gets hurt quite a bit.
This is a rather common scenario in Ulduar. Prioritize and time your spells while managing your short-time buffs well and being mana efficient. Predict the damage and you'll have a much easier time not being snipe-healed.

IMO there's no "healing rotation"...you just use whatever's not on cooldown.
