preface: i played a shaman since i started wow. i have tried a sham tank and i dont think it works too well. but here are my thoughts nonetheless...
why is it that when people think of a shaman tank that it has to be enhancement?
if you haven't noticed, most of the defensive talents for enhancement are very early in the tree. i think a elemental build with suitable talents might be better, and you play it like a old school pally tank, using spellpower.

would be the build i would use. glyphed and talented stoneclaw totem gives a large shield for you, essentially free hp every 30 seconds. a 3 second CD on frost shock means you can consistently spam it for threat, and you can have aoe through the generous use of elemental master / chain lightning and 35 second CD thunderstorms (and the mana return from thunderstorm and unrelenting storm).
between the furious gladiator set and various stam / tank pieces for other parts, and sockets, you might be able to achieve some semblance of survivability while maintaining a good crit rating and spellpower. also, between stacking resilience and defense, you should be albe to get crit immune (unless they've already changed resilience to only be from players and not pve)
will your aoe threat be high? maybe if you get a lucky string of crits.
will it be better than any other tank? no.
will your single target threat be high? possibly depending on what the threat multiplier on frost shock is.
will any other tank beat your single target threat? of course.
would it be fun as hell? yes.

Casters can't dodge or block while casting. Enhance also has better cooldowns in Feral Spirit and Shamrage.

What would be really cool and needed if Blizzard actually wanted shamans to tank stuff would be a Stoneclaw Weapon spell. Similar to Windfury Weapon, something like 20% chance to cast an AoE taunt, 10s IC.
Right now, I can see a shaman being a decent OT for sure. The tools are there to keep aggro on a single target for sure.

So what kind of rotation would we be looking at? What totems? Judging from his videos, I see a lot of
Frost Shock
(high threat) spamming as well as
Stormstriking
. Hard to tell the totems due to the video quality, but he's
glyphed Stoneclaw
, so he takes advantage of its absorption shield rather than the extra armor gained from
Stoneskin Totem
. What would make up the Fire, Water & Wind totems? Which fire totem would create the most threat?
While the Shaman Tank is an inevitable fail (with few exceptions), its still fun trying to figure out how to make it work, debating rotations, specs & all that jazz.

I agree that if Blizzard were serious about Shaman tanking, we would need a tanking weapon imbue. Instead of creating a new weapon imbue, why not rework

That would be the spell to rework for that purpose. Can't think of too many uses for it past the first 10 levels. Heh, the thought of a passive AoE taunt makes my warriors jealous.
