You neglect to realize there is such a thing as pvp taunt. /rofl, /bye, /lol at someone you just beat will help to ensure a vendetta ensues where the opponent in question will single mindedly seek you throughout the match in hopes of having the chance to return in kind your, eHumiliation.
Of course it doesn't always work, and it has a sort of delayed effect, but it is interesting the way pride steps in the way of otherwise rational strategy.

Prot is quite viable, with the right comp. Almost stupidly so: What was that team that got up really high and $%^&ed everybody off? double-prot War/Pally, both dps, or something?
Just to point that out. And if you don't think that target-switching can save your life, ask that Hunter why he just feigned death.

Taunt works enough. If warriors, paladins, druids and death knights got something new they would be even stronger. Those 4 classes are probably the top best classes to play in both arena, battlegrounds and raiding.

If it worked like distract then that would probably be fine, but if it made you change target, someone would just make an addon which instantly retargeted their last target, which I think would be legal.
Something which instantly turned you back to your previous target wouldn't be though, so that's why it would work.
In general though, yeah, I agree that it should be usable in PvP, try posting in the official suggestion forums to see if Blizzard agree.

In Warhammer online, a player taunt was actually usefull in PvP, it simply made the target receive X% more damage from the "taunter", until the taunted target made Y number attacks on the taunter. So if you didn't focus the taunter, he would burst you down pretty quick.

Because tanks aren't already powerful enough in something they're not designed to do.
