Switching from Ret to Holy - some questions

Hello everybody and good morning/evening/night.
I'm returning from a small break, and want to switch from Ret to Holy. I've healed on WoW before (priest and druid) and I'm reading about the mechanics everywhere (here, EJ and other specialized sites) so I won't have problems getting used to the mechanics. My questions lies elsewhere.
- I have no healing gear (besides Alch's trinket) and I know there is an NPC who sells green stuff for 90's. I don't want to run dungeons as Prot/Ret just to get healing gear (and probably ninja'ing any Holy Pally that happens to appear). Do you guys know where this NPC is?
- I'm assuming that, in Holy spec, I'll be using Seal of Insight full time. Do we still use Judgement for anything in Holy spec? I remember that J + SoI granted a mana regen bonus in older patches.
- Glyph of Battle Healer is fine? I mean, standing in melee position is not a problem for a Holy Pally, but the mana regen is worth the glyph slot?

I believe that the vendor you are looking for is either in the Hozen campsite in the Jade Forest, or I believe there is another one at the Shado Pan wall where the justice and valor quartermaster is.
Edit: Yes, there is a vendor in Grookin Hill.

The L88 gear vendor is known as
Len at Arms
. He sells gear for fresh 88's or "SO you wanna switch spec" gear. ;)
I would highly recommend you run heroics once you've gotten the right gear score... Len won't completely outfit you.
Some of the archeology stuff such as
Staff of Sorcerer-Thane Thaurissan
can help you if you don't have better. Len's stuff is 408 and the archeology stuff is 359 so it's best if you can gain the replacements quickly.

Thanks for the replies. This vendor (Len at Arms) I was looking for. I'm a blçacksmith myself, so whatever I can craft, I will, and I'll complete the gear with Len, so I can get iLvl to run heroics. Then it's just a matter of time to go LFR and actual raiding.
