Druid, by far, has the highest skill cap of any class. 4 ways to play it, 10+ different specs you can use to play it. 4 different ability sets, one of which you have to use in all specs.
Feral is one of, if not the hardest spec to play well with. It's very viable in arena, while at the same time being not as viable as other specs and requires you to be good at controlling situations. It's also one of the hardest dps "rotations" to master, but gets easier with better gear.
Resto is not face roll as some think, it just has some powerful spells that make it seem like it takes no skill.
Boomkins are faceroll in PvE, but in PvP, if you can manage a 2k+ rating, you are one of a very small elite group.

2k + as Boomkin isn't too hard. It's just there's such a high demand for resto druids that not many people choose to play it, as well as the allure of easy title / mount at the end of the season.
In 5v5, sure.
In 2v2, it's pretty hard.... You basically have to play dual dps, meaning you have to be able to off heal and probably have an off healing partner. Boom+ele/resto sham will probably be pretty good, boom/rogue does ok as well as boom/destro.
I've seen a few boom/disc teams, and if you play melee with a dispelling healer, it's basically a joke.

I'd say hunters. I mean, any hunter can pewpewpew, but it takes far more skill to know how to trap/kite things. Survival pre-Wrath was probably one of the hardest specs to master, because you couldn't really just stand there and mash some buttons to do well in PvP or PvE.
I know trapping and kiting isn't really needed in Wrath, but if a hunter doesn't know how to do those things then that's not a great hunter, in my opinion. It's hella easy to be a good hunter, being great is something different.

Plate --->melee ---> heals ---> casters (from easiest to hardest). Generally the most complex classes are the ones in which the least amount of mistakes can be made. Hunters, warlocks, mages, and shamans all offer some pretty unique challenges.
While I think shamans have gotten a huge buff for PvP as of 3.2 (It's very easy to kite now) they also have a ton of skills to manage (Windshock + normal shocks once every 6 seconds, totems, purging, hexing) in addition to their normal roles. This is just an example from my own experience of course.
Generally classes with hybrid-like roles are harder to play, by this I mean utility, not in the sense of a true hybrid.
A class that can cure or dispel, or has a pet-like mechanic in addition to it's normal role (Think hunter, shaman, warlock) is generally harder to play then one that is single-minded in it's purpose (Like a warrior, deathknight, paladin, or druid).
Classes that also rely on not making mistakes are also harder to play (like a rogue or a mage) Plate classes are generally easier to play because they allow for a greater margin of error, as well as less utility to think about.

I'd say mages (Not biased) basically because their skillcap is almost non-existant. Amazing mages do more amazing things than other amazing... other classes.
