Yes. And you can hit your target 95% of the time by being expertise capped and having only incidental amounts of hit.
I think ddett rerolled his wowhead account. I'll post the results of my little test here as well, for emphasis. The results are staggering to anyone who thinks you could hit 95% of the time by knocking off 6% dodge/parry and 3% hit.
500 Attacks on the Boss Training Dummy with 0 +hit and 0 expertise.
Unless you meant actually Hard-capping expertise at 15%, but that would be far more wasteful than 6% / 10%, so I don't think that's what you're saying.
And even if you did, 0 hit and 15% expertise STILL won't get 95% success.
While I agree its impossible to tank if you can't survive, you're just as useless if you're capping your DPSers at 3k dps because you can't hold aggro. As I'm sure many cats can relate to, working with a tank that can generate enough aggro that we never have to worry about throttling our DPS is far better than working with a tank that has 450k health and 75% dodge with 2k TPS. If you miss an enrage timer, you're dead anyways.

And further more, speaking about stat comparison when choosing gear upgrades, I have been thinking which belt to choose from the following ones (considering I was sitting around 6.5% hit and 10% expertise already using the
Sharp-Barbed Leather Belt
):
1.
Belt of the Twilight Assassin
2.
Relic Hunter's Cord
3.
Death-warmed Belt
And I chose the first one. Because I prefer to become hit capped rather than gaining 1.22% more Crit or 4% ArP. I deem it as more important for tanking. And somehow I am sitting at nearly 38000 HP, little over 40% dodge, 8% hit and ~10.5% expertise self buffed with MotW in Bear Form. Neat, huh?

If you have the choice between +hit and +agility you should always got for agility.
Hit might help with threat a little more but agility is also great. Additionally you get more mitigation (dodge, armor, savage defense) out of agility.
Not even the feral DPS go for hit, for them agil is also the superior stat.
So basically as a Druid you never want to go for hit rating, you just take it when it happens to be on a good item.
Similar for expertise bejond the 6.5% (but there it can make sense to get to 10% for the hasted parry attacks).
Bottom line: Ignore hit, go for some exp.

The problem with what you said is that your assuming that a bear hit model and a kitty hit model are the same.. they are not. There are mathematical models showing that hit for a kitty is of far less priority then a lot of people think, which is what your refering to. Kitties compromise on hit because of the energy return from PI, and since most kitties spend time waiting on energy rather then GCD's this is seen as an acceptable compromise. Bears are doing something
every single GCD
missing on one cannot be recovered at another time. This makes it a waste if you miss or get parried or dodged.

math
about why going 0 hit/exper or even incidental amounts is worth the trade off for survivability. You can't sit back and say you have a "feeling" that it works this way or that way and leave it at that. No one will take you seriously. I've yet to see any comparison done on your part to prove your argument.
Tell you what, you post your numbers and we will gladly sit you down and show you why your wrong using your own numbers...

This thread is silly, fellas. Any Druid who tanks telling us that hit and expertise aren't important is wrong. Any WoW player (in general) using itemization to prove mechanical points is misguided. All the responses you diligent Druid forum posters made to humor these people were undeserved.

I geared my druid when i was healing naxx 25 and stuff.
But the problem was that when a good piece with + hit + expertise dropped, rogue and feral druid rolled on it (mainspec anyway) so i only got the stuff not wanted by the other.
i started tanking in ulduar due to our last MT quit (i OT) and i'm sitting at 7% expertise and 3% hit.
my hit is realy low, but for now, this is what i have. I use hit food to get a little bonus.
My thinking on hit rating / expertise is if you have a low lvl blue gear with hit or expertise and and good stuff from naxx 10 drop with none of them, take it, it's sure that it's at upgrade.
but if you have a choice between 2 piece realy close in stats and one have crit or haste and the other have hit or expertise, choose the one with the expertise.
anyway, when you run raid as feral mainspec, you will have plenty of choice and most of the time, things that drop are sidegrade.
