As a Warlock you should think more along the lines of Spell Penetration and getting your spells not resisted. There is some talents for that and a few other things but work will not let me look them up to reference them right now.

For affliction (41/0/20) its 1 +Spelldamage, 1.10 +shadowdamage, 1.15 +hit, 4-5 +crit, 8-10 firedamage, in that order. Ie, 1 spelldamage is worth 1.15 +hit.
Small disclaimer about the exact values since they vary with spelldamage, and I dont remember my own ratios.

Penetration is a PvP stat
Hit rating is a PvE stat (after 3%).
Level based resists can only be overcome with hit rating, not penetration.

Chance to hit is capped at 99%. PvE boss mobs are 3 levels higher than the current max, and the base spell hit percentage for this difference is 83%, meaning you need to make up 16% in gear/talents to hit 99%. 1% spell hit chance is equal to 12.6 points. Additionally, The Affliction talent
Suppression
gives 2% spell hit increase for every point used for your Affliction spells. So with 5/5 Suppression you will receive a 10% spell hit bonus, meaning you only need to make up 6%, or 76 points if you are casting only Affliction spells. (Note that Shadowbolt is Destro, Aff. locks!) See

My recommendation is to take a few points in Suppression, and make up the rest in gear. If you can get 202 points in just gear, that's great and you can save your points in Suppression for other things.
Spell Penetration reduces your target's resistances (such as Shadow Resistance, Arcane Resistance, etc.) Generally this is only considered for PvP targets, as PvE mobs generally have a fixed base resistance and really not much you have to overcome anyway. A lot of times mob/boss resistance isn't even effected by penetration.
