It's about time Naxx got banished.
They already used it, and when WotLK came, they recycled the raid, and made it the first end game raid. Lazy on Blizzarrd's part I would say.
My thoughts were that they ran out of time designing Ulduar, and simply used the recycled Naxx as a replacement for Ulduar, then, introduced Ulduar as a 3.1 end game raid.
But the emblem is just another way for casual players to obtain gear.
From a business perspective though, you will always need to satisfy the 90% of casual players out there. That generates money.

I dont know how people can call ToC "Content" seriously, it's 2 rooms and takes about 3 seconds to clear.

QQ thread. Unless you've cleared the hard modes in Ulduar (most of which are still hard for normal guilds even in full 245 gear) and ToGC quit moaning.
What Blizz has done lately is close the gap between casuals and hardcore raiders. The gap still exists though.
Hard modes in Ulduar aren't hard anymore, maybe with exception of Yogg+0. TOC and TOGC gear allows to do much higher dps, all decently geared tanks are above 50K hp raid buffed. Things that were tough before can be just burned through now.
Where are your Guardian Hardmode achieves?

I don't know about you, but I'm really tired of this #$%^ty raid dungeon. AoE trash, tank & spank bosses - I'm so happy it's completly obsolete by now. The gap between casual and hardcore lies in hardmodes or not, which is good, because people should be able to get the most out of their money, regardless of spending 4 nights/week.

No one posted yet but there's changes a coming to Naxx come 3.3. From the wowhead PTR Patch 3.3 notes:
Naxxramas
Players no longer need to kill the final bosses in all four wings of this dungeon in order to teleport to Sapphiron. Teleportation orbs have been added to allow players access back and forth from Sapphiron's lair.
I think there will still be groups going in just to snipe the last 2 bosses. I hated having to join a "fresh" Naxx pug run, hoping to get one of those rare KT drops, only to have it fail at Thaddius for some reason. Now groups can be formed and "start" at the last 2 bosses (when people are actually trying) and clear the rest of the wings as optional.
