If you're healing tanks, Healing Wave has about 2x more Heals Per Second than LHW does (The gap shrinks a bit with the Glyph of LHW, but HW is still superior).
If you're healing raid, Chain Heal is vastly superior HpS over LHW (unless only one person loses hp at a time).
Change your cloak weave from Darkglow to Lightweave, unless you really have mana issues.
Drop Glyph of LHW and Glyph of Water Mastery (unless you have mana issues). Replace one with Chain Heal. Replace the other with Riptide or Mana Tide (remember to make sure you're placed in a group with most/all casters for maximum effect of Mana Tide).
Drop the 3/3 Elemental Weapons, put those points into 2/2 Imp. Chain Heal, and 3/3 Healing Way.
If you're healing with a Druid or a Holy Priest, make sure you're on tank heals. If you're healing with a Paladin or Disc Priest, make sure you're on raid heals.
You mention that you're still making the switch from Elemental, but replace that dps trinket, get the badge one.
You don't really need to gem for int or SP, haste seems to be king.
Don't worry about your mp5 being low, unless you run out (Armory pages won't show the mp5 you're granted from Water Shield and from Water Mastery. Most people don't seem to pick up Water Mastery glyph, so you may be actually ahead of them in actual mp5).

Spell Power contributes to bonus damage
and
bonus heals, so yes it is helpful.
If you meant that it was useless in comparison to the bonus gained from crit or haste, yeah you have a point. Crit and haste will add to overall throughput, but will also feed you back mana via Imp. Water Shield and your Meta gem.
If you do run low on mana, make sure you're dropping mana tide regularly.
Also, I run with
Solace of the Defeated
, which will keep refreshing itself as long as you cast something "helpful" every 10 seconds (Cheapest way to build up stacks is to drop and recall Tremor Totem), it adds up to a bonus of 128 mp5 with almost 100% uptime.

These numbers are all from me standing in Dalaran with Earthliving, and with Flametongue+Wrath of Air dropped. These are not raid buffed numbers
LHW hits for an average of 7184, with a 1.29 sec cast. 5560.7 HPS, 11.5 HPM, 65.43% crit chance.
(with Glyph of LHW, *1.20=8620 average heal with a 1.29 sec cast. 6682 HPS, 13 HPM)
HW hits for an average of 15132, with a 1.51 sec cast. 10041.2 HPS, 14.5 HPM, 40.43% crit chance.
Are you really making Ancestral Healing procs as an argument point? You really shouldn't rely on that occasional 2-5k heal on a player (and you can't rely on it being on the tank every time). But here you go:
LHW grants (65.43/40.53=)1.61x more Ancestral Healing procs..
15132*0.3=4539 average AH from HW
7184*0.3=2155 average AH from LHW
But HW grants (4539/2155)=2.1x more overall healing via Ancestral Healing procs.
Now, sure, if you tank is geared so that he needs to be topped off at all moments, and that missing 10khp could mean that the next attack kills him, heal him with LHW.
But if you're looking for improved efficiency? HW has greater HPS, HPM, and overall more powerful ancestral healing procs.
Yes, LHW with Riptides will have more imp. water shield procs. But that shouldn't really matter.

It matters only if you are struggling with your MP and have Mana Tide on cooldown. This should only happen if you fail to keep Tidal Waves up 100%, so if you forget to toss out a RT on each CD you could easily destroy your mana efficiency.
You're correct, just needed to elaborate it takes practice managing your cost-reducing abilities to make it as efficient of a spell as LHW. :)

Since healers are not made to top meters, you shouldn't look only at HPS but also at your mana efficiency. Imo, and not only imo, HW is situational and not a way to heal tanks.
I wasn't talking about healing meters.
When I meant HPS, I meant HPS. I meant, if your tank is taking damage, how much health can you pump into him in a second.
Not "Oh use this spell to flex how high you are on the heal meters".
