What do you mean by viable xp? The rate of getting xp while doing this will be much lower than questing due the the length of time things take to die and the likely frequent deaths you'll experience. I'm not certain at what level ramps/blood furnace would be soloable as a ret pally, but I don't think it would easy at any level where it would grant xp. If you are willing to accept frequent deaths, it might be possible, but it would be very slow.
In other words, you might be able to make this work for you, but it will certainly be a slow, difficult way to level, and won't work for any of the dungeons in Northrend, or likely most of the high level BC dungeons.

If patience is not a problem, the sky is the limit. "Viable" for most people mean "fast enough". It won't be that slow, but neither that fast. But assuming you're having fun, the "real time" is cut in half... you see my point.
I myself would also attempt this... if my main wasn't a squishy little priest. :(. But specially for alt levelling, doing instances is insanely funnier than doing that quest you've done 7 times before. An implied risk of death is always funnier in my personal taste.

You're going to run into a problem once you hit TBC content. Right now you have the post-vanilla talents, abilities, and Id assume a decent amount of your gear is from Outlands already. Thus you're way above the curve for old world content. I severely doubt you'll be able to clear TBC instances solo.
From my remembrances, I was level 70 and in full T4 gear before I could comfortably clear the beginning instances of Outlands solo. With the changes in talents and some stats it might be possible to do it at a lower level but even then I doubt you'll be able to make much of a go at it before they stop awarding you experience.
If you still plan on giving this a shot please post back after a few attempts and let us know how it went.

I was able to solo all the trash in both Ramps and Blood Furnace as a 61 prot pally. Although at this level the bosses were NOT possible for me - until I got to the 66 region from memory, often even then the fights took too way long as not enough dps output. If it was going to be a wipe, it was a slow painful death, you usually work out whether its going your way in the first 10 seconds.
It is a lot of fun - in a sadistic challanging way, as lets face it, with any instance in this game if the people have a vague clue with some coordination everything is easy, this is one of the few challanging things in the game left, everything else is just a time grind...

I think my hunter got from 20-25 purely on soloing the first raptor on it's own in WC, running out, running in. This was a while back though.
