Your suggestion wouldn't make raids harder, just different and more random. Generally, people hate random.
There are games where PvE fights play out like this though... games like Diablo.Do they work like that? My raid guild disbanded before we even beat the two wurms and I started over with an alt so I haven't gotten that far. If that is the way they work that makes me smile.
They don't think like players, they just attack random people and can't be tanked.
What you're asking is for them to remove traditional tanks and give everyone the ability to survive boss hits. This would only serve to make fights easier than they are now, or hard to the point that RNG would kill you over and over.
You want bosses to hit softer so say, a mage or priest can take the hit. But you also want to increase healing? That would only make things easier.
You don't want bosses to use aggro to find a target, but you want him to attack healers? You know how you would accomplish that on a technical level? Make healing generate a lot of threat.

It's a game. There has to be a mechanic to it, for it to work.
The mechanic in WoW is that you have Tanks, Healers, and DPS, that do a job. Blizzard adds little gimmicks to some fights, to keep you on your toes, but basically, I see no way of this ever, ever changing.
It isn't broken, so it doesn't need fixing.
Think raiding is too easy? Go PuG Sunwell with 25 level 80's in full iLevel 226 - 245, and see how far you get.
(hint: first boss. Wipe. Wipe. Wipe.)
For the hardcore raiding guilds who are "fed up because everything is too easy", I bet the first weeks of Ulduar, you weren't saying that. Or the first weeks of TotC. You learn the raid, and it
becomes
easy (ish). Then Blizzard release another one, and you progress through that. Repeat til WoW draws to a close.
