note that i generally tank with an offspec boomkin for amusement but i do go heals when needed so to the best of my abilities i'll try to sum up resto
rejuvenation for the smallest of patching up and first of your heals to be cast in most situations
lifebloom for anticipated damage and EVERY clearcast you have nothing better to do
nourish for heals now, there's no reason not to cast nourish on a target with at least 1 hot rolling
regrowth for stacking hots on a target, tossing longer duration hots everywhere, or the hot and pull method
healing touch for the nature's swiftness macro (for now that's all you'll be using it for, there are a few others but they're so minute this is all you'll use it for really)
wild growth every cd so long as there's damage to heal now or within 7 seconds
tranquility as the last oh $%^& measure or if a lucky clearcast comes ur way when everyone needs sufficient heals
swiftmend used as usual but without the whole hot consumption
DO NOT maintain a 3 stack LB, it'll severely drain your mana and time and you cut off a lot of the heals from slow stacking it, once at 3 from slow stacking let it fall off for the mana return UNLESS you expect a big hit to come that the bloom may be needed for, in that case refresh it
with the changes to GotEM i'd say...
if your haste or healing style (raid heals) makes NG near useless for you then grab

if your haste is low enough or your play style (tank heals) warrants it, go with the traditional

, fill out 2 of the following based on play style and preference, living seed, imp tranq, revitalize, imp barkskin, or top off tranquil spirit and subtlety
grab glyph of WG if you're raid heals, nourish for tank heals...maybe rebirth if you're working on progression and expect some unaffordable casualties (rebirth's cd was reduced once more don't forget) although i'd expect one of the afformentioned glyphs would prevent it from being needed
(i've no idea what the current state of glyph of rejuv is, last i used it it was a worthless glyph)
one situation where healing touch is useful is on loatheb, start casting HT on the tank so it'll land right as the healing phase starts followed immediately by a WG then any necessary heals
forgive me for any shortcomings or oversights as i don't heal often (i tend to fall asleep doing so) but i sincerely hope this is of even a little help...now if you ever go bear i can indeed be of some help, see 1st link in sig

Personally, I glyph Swiftmend, Nourish, and Innervate. Rolling a 3-stack of Lifebloom is for pvp, don't worry about that anymore - just maintain a single LB for the bonus it gives Nourish.
I generally Regrowth + Rejuv + 1LB the tank and Nourish as needed. If you're spamming Nourish just to keep the tank from keeling over, he's probably undergeared.
If another member takes damage, I Rejuv him - if the damage doesn't continue, Rejuv will take care of it. If I feel it's necessary, I'll Swiftmend to fill him back up. If you have to spam heals on a dps, they need to throttle their dps to the ability of the tank.
If you expect AOE during a fight (the Venomancers in Azjol-Nerub for example, or Skadi in UP) Rejuvenation is cheap enough to roll on the entire group. That plus Wild Growth and Lifeblooms as needed should be plenty, just don't let the tank's hots fall off while you're watching everyone else. If it's a real WTF EVERYBODY IS DYING HALP moment don't forget about your ultimate oh-hell button (and still the coolest spell in the game), Tranquility.
If it's a heavy aoe fight where everybody's taking damage, I'll do the old thing and roll Lifeblooms on the tank so I can focus on keeping everyone else alive - Innervate is meant for precisely this; by the time you manage to run through 1.5 mana bars maintaining a 3stack of lifebloom the boss is either dead or something went very wrong.

For heroics I usually don't stick to a rotation. The tanks you'll run with are usually all pretty different so what will give you 70% overheal one day will cause a wipe the next. Generally I'll keep rejuv on a tank at all times, and LBx3 only if the tank isn't insanely geared (always letting it bloom though). Rejuv on a dps or two who takes damage, WG if more than two people are taking significant damage. You can also always put a regrowth on your tank if you think it's necessary, and if that still isn't enough spam Nourish as often as you need to. If you have all your hots rolling and a full nourish spam isn't keeping the tank up, someone is doing something wrong. I tend to just use Swiftmend to top off a dps who took a lot of damage as a one off, or if I'm desperate for a tank CD. Usually though Swiftmend isn't strong enough to use in that capacity so make a nice NS+HT macro. Use Barkskin + Tranquility if there's party-wide damage and you feel like alt+tabbing to check webcomics anyway.

Do yourself a big favor and dont get anything below at least iLvl 226 crafted anymore unless it is acknowledged to be BiS. Getting moderately good gear is ridiculously easy nowadays (and with the new patch coming even more) so you'll replace anything soon after you spend several hundred gold pieces on it.
