1. Use serpent sting instead of scorpid
2. Get hit capped (your gems need a lot of work)
3. Spec wise, run with something like
this
this will keep mana issues to a minimum
4. Work on your rotation, make sure that its as tight as tight can be.
5. ?
6. Profit :D

If I compare Melenass's build with mine I see one difference. I have one point in Improved aspect of the Hawk, while Melennas has two points in Hunting party. Accordingly I have the Hawk glyph, while Melennas (obviously) doesn't.
Where is that point better spent: IaotH or HH? And, more importantly, why?

A more conservative evaluation of your char...
your spec is fine, mine is nearly identical, and my gearing is pretty much the same, i pull close around 3k on heroics. your gems and enchants are probably your biggest fault. Despite alot of the down marks im probably going to get here, you can probably enchant and gem, meet hit cap, and still keep your socket bonuses. right off the bat, i would say replace your glove enchant with precision, your boots with icewalking, and your plus crit gem in your impact band with a hit gem, if your going to do it, go big, youll have that ring for a while, so go with an epic gem for plus 20. that will give you 52 additional hit by my count, which will bump you WELL past the hit requirement, especially if, as an ally, you are nearly always partied with a draeni, giving you the plus 1% anyway. but the rule of thumb for hit is generally more than cap is better than less,
Next i would look into macros. You made no mention of them, so i assume you dont use any. that needs to be fixed. i agree with your priority of hunters mark first, it should be. if no other reason than it tells everyone what your shooting. so, first macro should look something like:
/petattack
/kill command
/cast hunters mark
from here you can either add your rapid fire and trinkets to the same macro, or as i do, add them to a more frequently used attack, so you have almost zero down time for them (so you will pretty much always have the buffs up when your fighting.
lets use explosive shot
/use Fezzik's Pocket Watch
/cast Rapid Fire
/cast Explosive Shot
now with two buttons, you are using pretty much all of your cool downs, and getting your pet into the action with minimal fuss. this was, you can even keep your pet on passive at all times, and he will always be on the boss you are. :)
from here we get into micro management, the tiniest things that make the biggest difference. trapping is not obsolete, you just need to be more selective about its use. you can now have freezing arrow in use at the same time as black arrow. which means you can on command trigger your Lock and Load procs.
translation, on trash pulls, WAIT for the tank to get his aggro (my biggest mistake...) then fire a freezing arrow into the center of the trash, this will proc your two free exploding shots. while the freezing arrow is on the way, use your first macro to send your pet in, and throw up, in pretty much any order, this part doesnt really matter, your black arrow, serpant sting, aimed shot, and spam that explosive shot macro until you run out of freebies. then do your happy cool down dance.
scorpid shot has its uses, and if your tank is clearly taking a beating, it has utility, but you are trading dps for it, keep that in mind with any non damage dealing abilities, recount will punish you for your good deeds. Serpant sting is your number one DPS sting, followed by viper sting, as your number one DPM sting if you start to run out of mana, especially on those long caster bosses. with viper sting up, you shouldnt need to take of aspect of the dragon hawk...which realistically is probably hurting you the most on boss fights, spending too much time in aspect of the viper. With your gear, the only time i would expect to see my dps below 2k is with viper up.
make sure your pet isnt growling, and it probably wont need to cower on bosses either, shoot what the tank is beating on, and STAY ALIVE. the only bad DPS is a dead DPS.

SV is purely used for farming. Additional point in helps with mana issues.
I raid as MM for 25 mans, rarely will I use SV for raid content. However, last night farm 10 man Uld hardmodes, was SV for a good portion of it, and my my was I impressed at my dps.

On the spreadsheet, I lose ~20 DPS (no buffs entered) switching to IAotH, ~40 DPS if I replace a glyph.
I disagree with SV being only for farming, if you can't guarantee you will be in a group with enough replenishment (like I can't), SV is probably a lot more consistent due to mana efficiency.
OP, remember to gem everything agility, AP doesn't give as much benefit. Also, don't gem for Crit, one blue for the Meta, only enough yellow for hit, and skip most all socket bonuses. Enchant everything (including shoulders) with either agility or hit, and socket your belt. As mentioned, change of rotation, Steady Shot comes before nothing. Weapon chain to a 2H is not nearly good enough, put Icewalker on boots for sure.
Another thing, I'm not sure if there is a point where leather gear becomes too much leather gear, you gain agility but lose a lot of intellect. The tradeoff may be mana pool size putting you in Viper too soon. That would be a per case thing to figure out.
Have you been running Nexus? Getting the trinket there ups the value of one trinket and solves all your hit problems right away.

ur hit rating should be 270 atleast
Please dont post unless you know what it is you're speaking about. 263 is hit CAP, meaning anything more than that, is absolutely useless.

Was simply referring to my own personal preference.
For dungeons and heroics, you only need 7% hit (someone correct me if I am wrong)

This is me
http://www.wowarmory.com/character-sheet.xml?r=Norgannon&n=Alyssah
and I SUCK DPS wise, I am working on new gear, however I think even with this gear I should do better then 1466 DPS. My rotation, Hunters mark, Scorpid String, Black Arrow, Explosive shot, Steady shot, Aimed shot then the Cool Down dance. I've got the wolf for Howl, and use Killer on every CD. Just gemmed to focus on Hit Rating, got mirror of truth, and still no difference in DPS. Where am I going wrong? Yes be as hard as you want to be, I want to learn. Recount shows my top three attacks as Auto shot, Explosive shot and Steady shot. I rotate my trap in as well. Am I doing to much?...../cry.
First off, you are an SV hunter. Stop enchanting for AP (only on 2 hand weapon where it makes sense). Agility is your bread and butter. Enchant gloves for either Agility, or hit (precision) if you are below the 263 hit cap. Put Icewalker enchant on boots. Hit and crit.
Put shoulder enchant (from Sons of Hodir) on. Put an etertnal belt buckle on belt, and gem it. Also, your meta is the wrong one in your helm. Get the
Relentless earthsiege Diamond
. and get rid of the other gem in your helm too. Agility, crit, or hit gems.
Also, not sure what your gold situation is like, but if you can afford it, get the
DMC Greatness trinket
. Best trinket for SV Hunters in the game.
Now, SV hunters don't have a rotation. We have shot PRIORITIES. Use the shot highest on the priority list that you can.
Kill shot > Explosive Shot > Black Arrow > Aimed/multi > Serpent Sting > Steady shot
Also, get some Blackened Dragonfin to eat (extra 40 agility), and if you can afford it, flasks of endless rage for raiding.
Get rid of your Glyph of the Hawk, and get Glyph of Kill Shot
check wolf for furious howl being on, and call of the wild.
your spec: Take 2 points out of IAoftH, and 1 out of Exposed weakness and GftT. Put one point in Wyvern sting, and 3 in Noxious stings.
If you do NOT have a notification addon like PowerAuras to tell you when LnL procs, etc, GET ONE. That made teh BIGGEST difference for me when I went SV. Hands down.
Do all that, and I guarantee that you will be well above 2.5K DPS in raids (25 man). You may even approach 3K.
