How does wowhead do it?

How do sites like wowhead find the spell proc chance of trinkets and other items. For example:
http://www.wowhead.com/?spell=33297
Quagmirran's Eye has a 10% proc rate. Is there some lua command to find the number? Can you find the number in a wdb? Or do they just test to figure out what it is?

Information about proc rates is contained in the game files. Not all proc rates are there though.

To augment this comment, some proc rates are dependent on things such as the speed of the weapon you are using and will not have a static proc percentage.
