stats are as follows
hit>all
till capped
SP>all
after hit capped
haste>crit
till soft cap (1 sec wrath cast while
NG
is up)
crit>haste
after haste soft cap
spirit>int
for both mp5 and sp purposes
haste beyond the soft cap will cause your wraths during
NG
to begin clipping the GCD but will still reduce the GCD up to 1 second and reduce your starfire cast time which means more starfires during lunar eclipses
if you have to match socket colors use the following
red=SP
blue=SP/spirit
green=SP/haste, crit, hit (if needed)
as for the spec i would personally say
54/0/13+4
spread the last 4 between intensity and gale winds depending on your need for mp5 and aoe damage
the 3rd major glyph is between insect swarm, starfall, and starfire...even rebirth if you like to play the support role
the 3rd minor glyph is completely up to you
i'm more of a bear myself and admitedly neglect upgrading the offspec moonkin gear to the point that it should be illegal so forgive the rather short reply, if you ever go bear i encourage you to read

Int is better then Spirit for a boomkin.
And the talent build you have is slightly off.

With extra points going into Intensity, iIS, and Brambles.
Glyphs that are in there are mandatory and the 3rd spot would go to either Insect Swarm or Starfall.

before
the heroism as they need to be out at the time heroism is cast to actually gain that buff.

Hey, long time reader but not first time poster. I have a question about Improved Insect Swarm - is it not a great skill to have since is increases the damage done by Wrath with 3%? I have included it in my boomkin spec but I've seen a lot of druid skipping it. I always assumed it was as "mandatory" as Eclipse or CF.

Eclispe is a strong talent all on it's own.
CF can be roughly equated to 3% boost to over all dmg.
iIS requires the dot to be ticking for the 3% boost making it almost as strong but not quite as much as CF which is why a few skip over this, but you'll find that these points are mostly moved to mana talents.

Took a look at your armory, pardon the nitpicky-ness
from your spec, i'd probabbly take a point out of either nature's reach, or intensity, and cap up celestial focus. other than that you're pretty solid.
As for your gear, when i checked, you were resto spec, and with healing trinkets, but using the balance t9, and hit rating gear, so i was kind of confused.
first thing you should do is change the meta in your helm to a Chaotic meta. +3% crit damage scales wonderfully with your gear. also, try putting purified gems into your shoulders. spirit stacks with all of our +Stat% talents and buffs, and gives us spellpower , whereas mp5 is just.. well.. mp5.
also, you're belt is missing a buckle and gem.. dunno if thats a new piece of gear, or an offset piece, but every bit counts.

Int is superior for mana regen purposes, due to moonkin form regen, replenish and all the other stuff working on our maximum mana pool. I think that's mainly what curlymon was going against.
They are both poor as far as sp goes, with an advantage to spirit indeed (as i don't think the crit from int will amount to enough but am too lazy to check).

Int also boost your crit %. Not much mind you but it is part of the reason Int places higher.
Int wins out as it is on every single caster gear out there making stacking it very easy. Spirit tends to be at the same level as crit and haste for priority on gear but is no where near as powerful as either of the two.
The best 'type' of gear out there will have 4 stats on it.
Int
SP
Crit
Haste
If crit or haste gets replaced with Spirit it's still a strong piece (assuming same item level) but it is not as strong as it can be. That +30% of spirit converted to SP was Blizz's answer was to make spirit at least mildly worthwhile to pick up on gear if you cannot get the above setup.
Edit: Spirit gear is not bad mind you. It's just not optimal.

He just explained why this isn't true. Also, master shape shifter increases intellect in moonkin form, which adds another reason to place intellect over spirit.

So if I understand it correctly its like this:
1000 INT + 10% (from Furor) = 1100 INT *0,12 = 132 Spellpower and some minimal Crit.
1000 SPI *0,30 = 300 Spellpower and some mana regen.
but still stacking INT proves better than stacking SPI? Cuz that some crit is that much better than mana regen (some ppl ignoring iIS for mana regen talents mind you) that covers up for 168 spellpower? Am I missing something too here?
At most levels of Moonkin gearing, Int and Spirit work out to being close to each other in value. The Crit from Int is far from minimal, that 1100 INT translates to over 300 Crit Rating. For me, valuing Spell Power at 1.66 and Crit at 1.00, Int is better than Spirit.
Beyond that, mana regen from a larger pool and crit chance is a real concern because every point we can drop out of Intensity is more DPS.
It's all fairly moot though because nobody should be stacking Int or Spirit.

Very true. With debates of X vs. Y it can be hard to keep your mind on the bigger picture.
Int
Int ranks in better because the benefit it provides is a combination of Spell power thorugh talents, Crit through natural conversion and A very very large portion of our mana regen due to large mana pools and replenishment working together. You can have enough Int and raid buffs to completely drop intensity on non hardmode fights... It's crazy.
Spirit
Spirit only affects SP and mana regen. But if you have enough Int you will be dropping points out of Intensity making the mana regen portion less and less useful while in combat which for the purposes of casting you should never not be in combat unless the boss is dead. And the Spell Power portion is less then stellar point for point compared to haste or crit.
Thoughts
The SP from spirit was added in by Blizz too make it worthwhile to have spirit on gear. Before this change it was just about the worst stat to have, short of Mp5. In fact it still ranks in in the same place on a prio list but it's just worth more now. Blizz is trying to reduce the amount of gear drops from a tier of content to ensure a greater chance that whatever is dropped is useful to someone in your raid. Take a look at resto druid gear (i.e. leather with spirit). With out that 30% it's not worth getting... Not even remotely... Since the change it IS worth getting BUT keep in mind an item with Int. SP, Crit and Haste will always be preferable over an item sacrificing either crit or haste for spirit.

Meta should only be Chaotic (21 crit, 3% increased crit dmg). That'll boost the dmg of your crits, which if large already, should be even more substantial. For example if your starfire crits for 15k, it will now crit for 15,450. What other single gem can boost a spell cast by 450 damage? That is humongous.
Your math is off. It undershoots he actual number. I don't remember the reasoning why for it at this time but that 3% boost is actually a 9% boost to actual damage on a crit. This makes that 15k crit for 16350 instead or a total boost of 1,350 damage...
