yup, the hit cap is 17% and it's worth having a plan to reduce your hit rating if you're in a group with a moonkin or unholyDK. for instance you might be using dying curse, if you're in a group with one of those classes this would be the perfect choice to swap out for something that will give you better dps since any hit you have over the cap does absolutely nothing for you. swapping it, even for something easy to get like the egg of mortal essence or the sundial will have a big effect.
to answer your questions, though, yes to SP and haste. SP should come on all gear you choose and you should always treat it as a top priority (even while getting hit gear together) to get as much SP on your items as possible. assuming SP is on the item and you're hit capped haste is the next best with crit and spirit following on.
the priority list and a decent breakdown of each stat's weighting can be found in the stats sticky.

Now you need to stack spellpower until you have around OVER 9000!111

*takes a deep breath*
haste over crit for all warlock builds
source = EJ simcraft article
this is particularly true with regards to a deep demo lock's decision between spellstone and firestone.

Use this scale factors to rate gear by yourshelf
Warlock_T8_00_13_58 Int=0.63 Spi=0.83 SP=1.55 Crit=0.99 Haste=1.32
Warlock_T8_00_40_31 Int=0.30 Spi=0.83 SP=1.31 Crit=0.78 Haste=1.18
Warlock_T8_00_41_30 Int=0.27 Spi=0.77 SP=1.23 Crit=0.69 Haste=1.32
Warlock_T8_03_13_55 Int=0.28 Spi=0.94 SP=1.49 Crit=0.97 Haste=1.37
Warlock_T8_03_52_16 Int=0.35 Spi=1.32 SP=1.18 Crit=0.34 Haste=0.73
Warlock_T8_53_00_18 Int=0.30 Spi=0.78 SP=1.56 Crit=0.80 Haste=0.98
so lets call it gear points or GP.
You are FG ember thats 0/41/30
if item A has 100 spellpower 50 crit and 80 haste would have:
GP=100*1.23+50*0.69+80*1.32=263
item B has 80 spellpower 50 crit 100 haste
GP= 80*1.23+50*0.69+100*1.32=265
Item B is better for your spec so you go for item B

hmm, well those weightings are based on already very well geared players (T8 and BiS) so they're a little off for most warlocks but definitely a good starting point.

actually, in all cases the difference between crit and haste is bigger than the difference between haste and SP and i think we're all in agreement that SP is clearly out in front in terms of stats to stack.
in fact, the more i look at those numbers the more i reject you assertion that they're very close. they're miles apart and as i said earlier, that's at very high gear levels. iirc there's an even bigger difference in T7 gear.

after all the insults and silliness this afternoon you have the gall to say you're here to help people?
it's not helpful for people to give bad advice. don't advise if you don't understand the subject.

it's not helpful for people to give bad advice. don't advise if you don't understand the subject.I have to agree with him on this one. You said yourself that you have a not-so-good knowledge of warlocks, so your advice won't be very correct in that case.

I'll post whatever I think of and let other people correct me since they know what they're talking about.This is essentially what you just said. There's a logic gap in that. The meaning of these forums is to ask particular questions, seeking informative answers. You post on here with misinformation that you don't have any knowledge behind, and think it doesn't matter what you say because other people will correct you. That isn't right.
Your insults, silliness, and misinformation has caused many arguements, like Gorefiend and asakawa said, and it isn't necessary. It would be much better if you could only post things that are well-thought out.
