I got sick of enhancement after spending 2 years doing it, and slowly built myself an elemental set.
But, now that i am, i find that im hitting for far less than what my other elemental friend is in roughly equal gear.
http://www.wowarmory.com/character-sheet.xml?r=Runetotem&n=Deablu
is my armory.
I'm still working on the hit, :P
But other than that i dont know what im doing wrong.
I start off with FS > LvB > LB > LB > LB > CL, then refresh and repeat as needed.. any pointers / flaming / advice would be amazing.

Your gear level's actually very low, with a lot of suboptimal stats (as is normal for trying to assemble your first gear set), and a serious hit deficit. You shouldn't be expecting to be doing mad crazy deepz right now. A target figure for something like 25-man Patchwerk would be 4.5k.
Switching to a
Chaotic Skyflare Diamond
will earn you about 200 DPS right off the bat. Swapping your Glyph of Lava to a Glyph of Totem of Wrath will also earn you about 50 DPS. And I presume you're remembering to keep Flametongue imbue on your weapon? You don't have any of the big DPS set bonuses either (2t8,4t8,4t9).
The biggest problem is a raid is going to be the lack of hit rating. It's hard to predict what effect misses have on elemental DPS as missing an LB doesn't tend to be serious, but missing an FS or LvB can be very harsh. You'll increase your DPS by at least 1% per percent of hit chance you gain, though - potentially ~50 DPS per percentage. You could start by putting a hit gem and hit enchant on your gloves. (And yes, the spell penetration gem is worthless)
As for spell usage, what you're doing sounds about right. Your priority should be keeping Flame Shock ticking, and your next priority should be casting Lava Burst whenever it's off cooldown. Lightning Bolts should fill in the rest of the time, unless you're comfortable enough and have enough mana to cast Chain Lightning... but that's a very minor DPS increase, in your gear maybe 30 DPS if used perfectly.
Other than that, you've just swapped to an entirely new way of doing things, a lot of your improvement will come simply through practice and experience!
Also, this may sound silly but... check you're using the maximum rank of all your spells. Sometimes because of macros, or dual specs, or who knows what, you end up with lower ranked spells on your bars. Obviously that has a pretty negative effect on DPS :)
There are also some guides on my blog, linked below.

Since you are used to melee, one of the biggest changes as a caster is spell queuing. While casting a lighting bolt, watch the cast bar. Once the cast is about 80% done, start spamming the Lighting bolt or whatever the next spell's key bind.
NEVER get spell penetration (except for PvP). Your best stats are hit (until capped) spell power, haste, crit, then int.
Swap out Lava to Totem of Wrath glyph.

That's a really seriously excellent point. So much so that I've added a paragraph on queueing to the guide. If you're not used to queueing, starting to do so is the equivalent of adding something like 15% haste.

Nonsense
no, bad.
#1 If you're running out of mana as Elemental, you don't have Replenish, you arent TSing or you just plain don't have good gear.
#2 Our base health was fixed to be equal to all other classes
#3 (Hit capped) SP>Haste>Crit>Int
Good luck hitting high enough haste to warrant swapping haste for crit.
#4 You should be using LB, ToW and FS as your base glyphs. Only swap out FS for Lava is you have 2 piece T8. (The magic number for SP is more ~4k+)
#5 Screenshots or it didnt happen.

Hi there Vidius,
I have not read through everyone else's reply to your original post, but here is my recommendation:
You need to work on getting at least 13% Hit. You will get 3% from talents, and and extra 1% from being a Draenei. Now you can get an extra 3% hit when grped with a shadow priest or boomkin, but you cannot always rely on this fact. Sometimes there just might not be either of the two classes in the raid, especially in 10 man raids.
Spell hit will be your most important stat to cap first. After that, the ranking goes as follows: Spell Power, Haste, Crit. So, once you have reached the hit cap of 13% for boss level mobs, (my recommendation), then focus on the other above mentioned stats in that order.
Also, make sure to get the correct meta gem -
http://www.wowhead.com/?item=41285
. Make sure you have at least 2 blue gems equiped in order to have the bonus active from this meta.
Also, as a recommendation, there is a trinket you can from Naxx 25 that will greatly assist with reaching that 13% hard cap.
http://www.wowhead.com/?item=40255
. Now I know there may be better trinkets out there, but the 71 hit this trinket gives is real handy. And I mean its Naxx 25... this can be pugged these days with real ease.

Heroic ToC can easily get you hit capped:
Gaze of the Unknown
Boots of the Crackling Flame
Sinner's Confession
Also, if you need hit immediately you can buy this (and it has the perfect stats for ele not to mention a yellow slot):
Plush Sash of Guzbah
If you still run the occasional regular ToC, grab this as well, it's extremely good for ele:
Abyssal Rune

Hey Vidius,
To reach 13%, you need above 341 spell hit, not below. Anything just over is acceptable however. I hope this helps :)

Learn to use the RatingBuster-addon and look at your character-screen. It'll simplify everything alot.
