This is true with Seal of Blood but not with Seal of Command. SoC, unless something has been changed recently, is actually on a procs-per-minute system. It procs something like six or seven times per minute, regardless of weapon speed. This means that if you only swung six times a minute (10 second attack speed) then you'd have a 100% proc rate. For seal of command, paladins actually typically prefer slow attack speeds. Seal of Blood it doesn't matter.

Short version
: Go for slow weapons
...With both SoC and SoB(lol), the damage of the proc is entirely based on weapon speed. Since SoC is a PPM proc, this makes it both do more sustained damage and do higher burst damage with a slower weapon. SoB is not on a PPM system, since it procs on every swing. This results in exactly the same amount of sustained damage from a slow weapon vs a fast weapon, but higher burst damage from a slow weapon.
