Save your badges until you have enough for two pieces. By then you should have run some H ToC5, ToC10, and ToC25. Use the badges to fill in what gear you need the most.
The T9 2p bonus is very good, and it does scale with gear. Whichever pieces you end up getting, you'll keep at least two of them until you have full T10.
