Have'nt tried it out, but it should be something like this:
#showtooltip Frostbolt
/cast Water Elemental
/petattack
/cast Frostbolt
It should automaticly skip water elemental if it's on cd, but I don't know how it works for petattack without a pet..

as i remember it was something like that
/use button 1 (or maybe it was actionbar 1)

I guess I could be wrong, but I think if is true, it's just going to keep trying to cast Summon Water Elemental and tell him each time he uses the macro that 'that ability isn't ready yet.'
You could try putting '/use frostbolt' on a line below the water elemental one.

It seems so basic and yet I can't remember if the water elemental line will be passed or not if it runs and can't cast. I need to log in and confirm one way or the other for myself later. I guess it's just something I don't run into often.

I sometimes use pseudocode when describing a macro though, so misspellings and words that need to be replaced with correct syntax sometimes are in intentionally. I usually note when I do it, but *shrug*.

I use s everywhere. It's just what I naturally turn to as an answer for this and nearly every other problem, and it works very well for me as everything is hotkeyed too. Sometimes it feels like thinking out of the box to understand what other people prefer to modifiers for their macros; it's not the natural solution I jump to so I have to think about it.
