You have two options.
Move /cast Frostbolt down a line
#showtooltip
/cast Frostbolt(Rank1);
/cast Frostbolt;
Merge the two lines
#showtooltip
/cast Frostbolt(rank 1);
Remember, macros work like actual code, it goes line by line. So if you do /cast Frostbolt BEFORE your mod:shift line, no matter what, the macro will start casting a max rank first.

Sorry noon question, why would you macro the same spell? I just roll a mage so I'm learning. Why would you cast a lower frostbolt rank?

Max ranked frostbolt takes 2.3 seconds to cast, fully talented.
Rank 1 frostbolt takes .8 seconds to cast, fully talented. This means with one GCD, you can put a snare on a target. This is handy for slowing down a warrior about to charge your priest, or getting a rogue slowed+in combat who's about to LoS you around a pillar. Actually, it's useful for any situation where you want someone snared NOW.
If you're against a warlock team, with a rank 1 frostbolt, you apply winter's chill, frostbolt slow, and maybe even frostbite. Put polymorph on top of all of that, and the chance devour magic gets polymorph is 33% or 25%. Damn good debuff protection for only one GCD.

ty, just began playing my mage in BG and loves it. although hunters still rule lvl29 bracket but my mage is up there somethimes. what fast spell i can cast? some of my kills are stolen sometimes :)

This is now off-topic, but for fast bursts of damage you have
Fire Blast
and
Cone of Cold
. Both are pretty expensive spells mana-wise so I wouldn't be too concerned with who gets the killing blow. Just make sure they don't heal by using
Counterspell
.
