You can wave, but it won't help. The people who want to gank lowbies want to gank lowbies. It is the same for both sides.
People who spare low level people will spare you whether you wave or not. You can just do it to be friendly, I suppose.
You should always play it as safe as you can. When you see a red name in the distance, keep your distance. Oh and stay away from Hillsbrad. Some places are just gankathons, and that's probably the biggest one while leveling.

There are usually different views as to what one should do. Remember, though, that one of the points of a PvP server is world PvP. You can't really be upset too much if someone attacks you since you are 'the enemy'. Camping repeatedly isn't necessary, however. Once or twice is fine but 5-10 is excessive.
Do not attack unless you are provoked in some way (attacked, /spit, /lol, etc.--depends on person). This is one option that you could try to maintain, but of course it is harder to win fights if people are getting the opening shot on you. Being the nice guy to your enemy doesn't mean that they will be nice to you. Waving will either attract them to attack you or show them that you are maybe a bit generous. Try it if you want.
Any opponent you see that you may be able to take = attack. More of an aggressive option, but makes any encounter with the opposite faction interesting. Gives you the upper hand if you get the first blow. In any case, your enemy is killing what you need....so stop them.
Really the only thing of which you should be careful is excessive camping. It can be fun sometimes and people do it, but it isn't necessary in general or fun for the one being camped. That at least is how I see it.
Edit: Go ahead and camp repeatedly if a lvl 80 is helping protect the toon. We camped/followed a guy for hrs in STV once just because an 80 dk was following him around to prevent just that.

Etiquette between horde-alliance characters is nearly non existent
The only time a enemy player will show some kind of respect is if you are 10 levels higher then them

I'm also playing my first PvP server toon, now a lv 53 Feral druid (alliance). So far I've stuck to the "Never attack unless provoked" strategy and its worked quite well. Coming from a PvE server, I feel like PvP is more 'respected' on a PvP server. If you're a lev 45 in STV and you camp a lv 30... you shouldn't be surprised when 4 80's show up from his guild and make the entire zone a hellhole for you and your whole faction. (Personal experience, a lv 45 rogue was camping a lv 30 shaman endlessly, and the shaman's guild showed up and basically shut down STV for alliance players).
On a PvE server, if a lowbie gets camped and calls for help, generally the 80s will just call them stupid, and tell them "you shouldn't have flagged" -- On a PvP server, camping a lowbie just to ruin his day may actually warrant a pack of 80s coming after you, since there's nothing short of logging out they can do to get away.
I find the "attack only when provoked" keeps a more playable and enjoyable atmosphere throughout the whole zone. I thoroughly enjoy helping horde players quest, its somehow much more enjoyable on a PvP server than a PvE. The one exception is when someone attacks you unprovoked, then its open season... and if its an 80, I just let them kill me and hope they don't camp. I've only been killed 9 times by enemy players (Statistics pane ftw) and I'm lv 53, so I think my strategy is working out well.

I have only leveled on a PvP server. If you are looking to level as fast as you can; I would strongly suggest not leveling Hillsbrad Foothills or STV (both extermely fun to level in). Those seem to be very good zones where some serious ganking goes on. Generally if you follow that tactic not to invoke you should be fine. But even so, if someone wants to kill lowbies, they will no matter what. I don't camp people, but if I am passing through with my Rogue, I will stop and kill any alliance. I mean you are on a PvP server for a reason. I have also been a victim of camping. Generally speaking, if you talk in general chat; an 80 will most help you.

Well, its a war. People are enslaved, tortured, murdered, by both Alliance and Horde. If you're caught in a gank-fest, be ready to be killed many times (or simply wait for the struggle to end). There are, however, players out there who actually only atack under certain circunstances. Multiple times while leveling my priest I was spared and some of my faction killed. This seemed to happen a lot if it was a Death Knight... people were a lot of times annoyed for 80 DKs, so they kill any DK on sight.
On my 80, I actually rarely atack a lowbie under normal circunstances. Should he /salute, I won't kill him. Should he ignore me at all, i won't atack. Should he pop cooldowns to run from me... he's dead, with a /chicken emote included. There are some people who actually role-play.
If you keep a "never atack until provoked" attitude, most likely you'll get less deaths. However, trying to predict the enemy's reaction always implies an enormous margin of failure. You can get killed regardless of how helpfull or friendly you are to the other faction.

I won't camp you, but you're going down at least once.
something like that, but i try my best to camp a corpse if i happen to stay in the vicinity.
reasons why you should always kill on sight:
1) they're stealing your
quest objectives
.
cutting them down means you get all the low-spawn mobs/objects to yourself.
2)
show them who's boss
.
if you annihilate someone hard enough, they might get scared and avoid you, then you'll have to worry less about getting backstabbed while having low health.
3)
for fun.
yeah, world pvp is all about fun. *!@#ing an enemy player off (and there's nothing he can do about it except QQ to guildies or /1 for help) always feels good, and leveling gets more exciting when you feel like you have to check your back once every few seconds in case that angry huntard thinks he can get lucky with you this time.
4)
practice

especially if you're rolling a class new to you, pvping with random strangers gives you good practise and helps you be familiar with your arsenal of skills.

kill or be killed

sounds cliche, but it's true. never trust an enemy to /wave and walk past. getting the first strike really helps in a fight.
6) seriously, as if you need any reason other than
YOU'RE IN A PVP SERVER. WHY THE F**K WOULD YOU NOT WANT TO PVP?
but since you're rolling alliance, better check out the person's hp etc before engaging, else you might lose. horde's wicked in pvp.

Usualy I am to lazy to dismount-mount up if I see lowbie in STV (or another gank area) questing, becouse I know I can 1 shot them...but when meet lvl 80, instantly open fire....if I let him pass he will attack in 98% case. While lvling your toon and meet enemy similar lvl its better for you to attack first.....otherwise you gona loose much time running from graveyard to corpse.

I’ve only ever played on PvP servers, but only engage in PvP action in BG’s, if I am provoked or if a lowbie is being harassed. When leveling, I adopt a ‘don’t attack unless provoked’ attitude and sometimes find myself assisting opposite faction if they’re being overwhelmed by mobs. We are after all, fighting a common enemy (murlocs!).
Despite that, I am always watching my back or checking the behaviour of opposite faction members. And I always back up a fellow hordie if they are being threatened.
Last night I had an epic 3hr PvP fest in STV; was 8 of us 80 hordies vs 12 80 alliance.
All started when a late 30’s hunter was being ganked. He told me later that at least he could get some questing done while we were wasting each other.
Just remember that WoW is a microcosm of the world. Some people are nice, and some aren’t. You can emote ‘/wave’ to someone else, and they may return the favour. Or they may MC you off the Booty Bay boat and laugh at you. If in doubt, give the other player a wide berth.
