I would say Shaman, and some people might find this laughable on paper...but I would spec mainly Enhancement. Here's why:
I have a 70 Druid I played Feral up until ToL became available, and I group with a full Feral 70 Druid almost exclusively as well. My wife has a 70 Enchancement Shammy. On my best day and her worst day, I won't go near her if she throws a Duel flag down on me. The only class I've seen her struggle with is a Feral Druid when it comes to PvP. I've seen her light up every other class she's gone up against, with very little trouble at all (I'm talkin' still at 2/3 mana and 2/3 to 3/4 health).
The lack of CC I don't think really plays that big if a part. Earth Bind is plenty efficient in PvP to slow opponents down. Cyclone and Root are not quite as effective as they seem in design, and while they are useful (Cyclone saves my life a -lot-), they're non-effective in combat CC where you really want things that slow or stops your opponents momentum while you can still DPS, much like a Shammy can do. Earth Bind, move to range, Frost Shock, Windfury + Stormstrike Crit, move to range, Earth Shock...by this time the opponent is well below 1/2 health and the Shammy's barely been scratched (if at all).
As far as damage goes, Duel-wielding with Windfury up is ridiculous, and with the new Shock mana-reducing talent in place of the 2-handed talent, it's an absurd amount of mana use reduced for high-yield Shock damage after Crits (oh, did I mention Windfury crits? :P) Druids have a little more in place immediately for rendering a helpless opponent...Pounce + Rake + Maim = a small stunlock that can get a Feral Druid off to a good start. However Druids have the trouble of battling the Global Cooldown on shifting states for different needs (ie. popping a Lifebloom & Rejuv and shifting back into Cat/Bear), along with losing the mana from shifting. Global Cooldown in PvP can be the difference between victory and defeat.
