Apparently, being stupid isn't illegal.
If that had been my child, and those people had done that, and harm had come to my child... well... I'd say what I would do but I'd get banned.

"By looking at the video it is clear there was no attempt to harm the child," he said.
THEY PUT A 1 YEAR OLD CHILD IN A WASHING MACHINE! ARE YOU SERIOUS!

I think it's fair to say there was no
intent
to harm the child, but drunk drivers don't intend to hurt anyone either.

Roight, but this drink driving is a crime of
malum prohibitum
, which means that it's statutorily wrong to do even if no-one is hurt.
Malum in se
is wrong to do because such actions always cause injury and for them
mens rea
tends to have to be demonstrated (difference between the varying degrees of murder for instance).
No one was hurt, no one intended to hurt anyone. If I did have to go for a crime I'd pick child endangerment through negligence, rather than intent.
As an aside, stupid as they were, they obviously didn't expect the washing machine to lock or switch on and immediately ran for assistance. I hope they manage to find a job somehow, aint easy being broke.

Do you think they should pass laws that require washing machine manufacturers to include emergency stop buttons, and require laundromats to install those type of washers, in order to prevent these sort of mishaps in the future?

Not based on this single incident, that'd be a spotlight fallacy. However, I think emergency stop buttons on washing machines are generally good ideas (ever left something in a pocket?). Perhaps it'd also be an idea to have some sort of catch that allowed the washing machine to be opened from the inside, though I can't imagine how that'd be implemented (given the clothes tend to regularly hit the front door).

Anyone small enough to fit in a wash machine isn't yet intuitive enough to search for a catch. I appreciate your balanced approach to the legislation question, though.

I think a warning printed on the door that says "Do not put living creatures inside" would be sufficient prevention on the part of the manufacturer, and would be negligible as far as adding costs to the manufacturing process.
On the downside, people everywhere would now have to be reminded how stupid some people are whenever they wash their clothing.
I also think those people should have their child taken away, and any future/additional children they have, on the grounds of possessing enough common sense to not endanger a child. While we're at it, I don't want them driving either, so take away that too.

I think sufficient prevention on the part of the manufacturer is the fact that the washing machine is a washing machine. The point of it being for washing of clothes is self evident. In the same fashion, I don't believe a warning on the door telling people not to slam their head in the door, or drink the water found inside, or attempt sex with the bleach container, or any number of idiotic things you could do with a washing machine. The owner isn't culpable because it is a laundromat, which is to say, intended for laundry.
Besides, I don't think this person would pick up his kid, check the door for warnings about not putting living humans into the machine, and then say "oh, maybe I shouldn't do this".
I mean, I agree with you that MORE isn't necessary, but I feel that this much isn't even necessary.

You obviously don't read the news as much as I do.

Sadly, if you don't put warnings on everything...someone is going to do something stupid and sue someone else over it; nature of the beast of the current generation of people.
