And why is all the focus on 3v3/5v5?
Probably because 2v2 is the most played arena mode(for want of a better term). They are obviously trying to get more people playing 3v3 and 5v5 by making it so you have to play them in order to obtain the highest level weapons. It's quite an effective stategy really because there are more people playing 3v3 and 5v5 recently.

They made 3v3/5v5 required for shoulders/titles/t2 weapon because it became really hard to balance the 2v2 bracket.

Where can you buy them and for how much honor?
You cant he was trying to make a statement saying how greatly epic iLvL 200 weapons would impact PvE. Even tho I don't get that.. As a person dont need to work that hard to get that nifty axe from Trial of the something, HC. Axe / Polearm / 1Handed mace. I'd welcome iLvL 200 weapons for people like me (And others) with no distinct interest in raiding, playing for the PvP, but get forced to go mind drudging PvE encounters to _MAYBE_ win a uppgrade.

No, actually, having a warlock and druid in an arena team=2500 rating. You can literally lock down any healer for at least a full minute with a warlock+druid combo.
I love how blizzard says 2v2 is impossible to balance, yet WMS and WRD is just destroying the 3v3 bracket. Spell cleave is no joke, and they have too much control for PvP. Being able to completely shut down a healer for the entire duration of killing 2 people in arena is definitely balanced.....
Then in 5's, you have warlock+sham+mage+holy paladin+priest..... They literally global a player at the start of every match. I'm not joking.
Blance hasn't ruined arena. Guaranteed crits have ruined arena.
Blizzard gave the most control to 2 classes that have the most burst. Then they nerfed melee, which was the only counter to these teams because melee was supposedly overpowered. Now, you can't kill a CLOTHIE before your entire team is CC'd and one is dead.

Aside from 2v2 being tougher to balance, I thought Blizzard is trying to promote 3v3 and 5v5 more because of the team aspect.
Like all other things in WoW. Can't have all professions, gotta trade with other people, gotta group/raid to take down tough monsters, group quests, etc. A game is more fun when you're playing with more people. Same goes with Arena, according to Blizzard.

I don't think that's true. Just because your team have less players does'nt mean it requires less team work.

They disregarded 2v2 because it was very hard to balance healers if that bracket was to be taken into account. If they balanced healers for 2v2, they would be too weak to heal in 3v3 thus making them very unviable to play there. If they balanced healers around 3v3 they would be too op for most cases in 2v2 (current situation).
Since they chose the second option and intentionally make (in theory) healers op for 2v2, they had to disregard that bracket in getting the highest rewards since it would be unfair to give them for purpusely playing something overpowered against others.

I thought it was because it was too difficult to balance 2v2 effectively.
