To reiterate what everyone said, there's really no reason for Protection warriors with Devastate to keep Sunder Armor on their toolbar. The exception to this would be using a macro for "mouseover Sunders".
In 2.3 Devestate is Sunder 2.0. It creates more threat, but
only due to weapon damage
This is untrue. You may have intended to say the innate threat of Sunder Armor remains the same, but you didn't.
Devastate generates it's own innate threat in addition to 50% of the weapon damage. If the target has less than 5 Sunder applications it will perform the ability Sunder Armor in conjunction to Devastate. If five Sunders are already on the target it will not induce Sunder Armor, but instead refresh the Sunder Armor timer (30 seconds). Further more, it adds bonus threat for each application of Sunder Armor on the target (no higher than 5 obviously). New Sunder applications are included in the same Devastate. The two abilities are seperate effects, however keyed as one move.
Threat & damage equate to 1 point.
The Sunder Armor effect generates 301 threat & 35 threat per application in the Devastate formula.
Devastate's
innate
threat formula, where

105 + 15 * x = t
Ex.:
3 Sunders: 105 + (15 * 3) = 150
5 Sunders: 105 + (15 * 5) = 180
Devastate's
damage

( w / 2) + 35 * x = t
The innate threat & damage are added together for the ability Devastate.
Sunder Armor has its own 301 innate threat added when applied.
You'll need to use the weapon damage formula to substitute the

values above. I'm not going into that much detail, this is the basic concept & formula, independent of gear.

At first glance, it would seem so. We are now using Devastate 4-5 times to produce the Sunder Armor effect thus we're actually gaining weapon swings whereas prior to the changes Sunder Armor gave no swings.
Of course, wouldn't that only increase our swings by a maximum of 4-5 (each time you fully applied the effect)?
A lot of enchants, etc. are based on a Procs Per Minute system, basically you have a chance for it to proc once a minute. For example, Crusader or Mongoose.
