No now.
Warlocks are different then necromansers. And by alot!.
Necromansers controll death .
If youre going to compare Necromansers with another class.
This class aint gonna be a warlocks , it much closer to a death knight.
But as he stated before. Warlocks have demons.
Necromansers have undead minions raizen from dead corpses.
Also warlocks use demonic fel magic.
Necromansers use death magic. They gather energies from death it self or manipulate it.
As such Necromansers have a much pure shadow for of casting.
But there is one problem. Most Warlocks are former mages that
made contracts with liches and the lich king. The only posible
"Good warlock" would be Heigan but the Kel'Thuzad froze his hart so he wont have any doubts about his acts.
So the conclussion is that , all Necromansers server under the lich king.
As such it would be hard to fit in the game.

Also many necromansers make poiosos/diseases in cauldruns.
So why dont Necromansers make unique type of potions that
he/she can conjure and share with the party for benefits.
And why not some plagues that empower his minions and
DoT around the enemy

I think this is a good idea, but there is one main problem I can think of: How would they implement this class into the actual game? they can't use a Lich King expansion for obvious reasons, so how?

DKs served under the Lich King. What stopped Blizz from introducing them as a playable class?
Necros can be introduced.... I worked out a bit of a milieu for them in my head.
"Once the brightest and most studious of the apprentice magi of the Violet Eye, they fell far from their bright futures as the protectors and curators of history as they delved deeply into forbidden secrets.... secrets forbidden for reasons.
What are these secrets, you might ask? What would be so horrible that uncountable generations of mages have hidden them? They are the secrets of the dead.... of raising them, of using death to further yourself. These secrets were Necromancy.
As their souls grew more and more corrupted by the dark artes of Necromancy, the call of the Cult grew. The Cult of the Damned, searching for more recruits to further the Scourge. These corrupted magi heeded the call, and were spirited to Northrend. Their minds and souls were taken by the Lich King, they kept their knowledge of the Arcane and Necromantic schools of magic, but they were kept tightly under the control of the Lich King. They were brought to the greatest of his necromancers' tutelage, to study the artes.
After the Lich King was killed by Tirion Fordring and a group of unknown adventurers and mercenaries, his control over them was shattered. Disparate and soulless, they searched for a meaning.... a new meaning, to define their existence.
That meaning was found with Fordring, the liberators of their cousins, the death knights.
The greatest of their number sent an emissary to Fordring, asking for amnesty for their war crimes. The letter was signed and the emissary was sent to the head of his former faction."
Basically conveys it. Doesn't even have to be Fordring, could be any NPC that's faction leader important.
I built a "Reanimation" tree btw.... I got the idea a few weeks ago but I run out of ideas for the other trees. My basic idea was to use "Skeletons" as your minions, and you get 6 of them, upgradable to 9. These skeletons take 125% AoE damage and have ~6-8k HP at 80. Also, after a set period of time, they would decay to a point where they were no longer reanimated. About 5min or so. The CD of Raise Dead was going to be approx. 1min.

Races: Orc, Human, Undead, Troll (Yes I noticed that only there is only one alliance race and three horde, but I couldn't find any other alliance races that could be necromancers lore-wise).
any race can be a necromancer lore-wise. the person just has to be twisted and evil. also, how does this fit into the alliance or horde? Please, lets -not- have another

The problem with Necromancer's lore-wise is that it is generally considered to be immoral to bring anything back from death by most races, though in Cataclysm the Forsaken seem to have embraced it. As Death Knight's do not necessarily bring back forces from the dead, they are accepted. Unfortunately, the necromancer is pretty much solely based around the idea of doing so. Also, while all Death Knight's are Necromancers, not all Necromancers are Death Knights. With that kind of thinking, we open up too many ideas for classes. While I would prefer to have Dark Rangers implemented for Forsaken Hunters, and Shadow Hunters for Trolls, and so on and so forth, it's just impractical. We have a necromancer class, and have no real demand for another. There are many more unexplored options *cough cough*Runemaster*cough cough.*
