Sounds about right for a char without professions, sub-optimal spec, gemming, enchants and rotation. Oh, and a pvp trinket, not sure if you use it in your pve setup or just logged off with it equipped.
Your gear is also mostly below 226 iLvl. This doesn't necessarily mean you can't reach desired dps levels, it'll just be very difficult to achieve without optimal gameplay.

You dont need to start with 5 CP Rupture. Just Garote -> HfB -> 1CP Snd -> Mutilate -> Rupture-> Mutilate -> Envenom. Its also better for your DPS to not always 5CP Rupture/Envenom. You will often have 4 CP which will lead to 1CP (crit = 2CP) wasted whenever you Mutilate again.
Socket some Expertise so that you reach the cap which is 6.25%.
Also look the the socket bonus. Some arent really worth it and it would turn out better to just use 20 agi gems instead of 10agi/15sta. (dont need stamina for pve as a rogue)
What i often notice ist that rogues dont know about vanish giving them an energy regen buff + another garrote. (30% more energy regen for 20 sec).
Also move 3 Points from Turn the Tables to Close Quarters Combat.

Socket bonuses are not worth gemming for. If you are looking for optimizing your gear use one enchanted tear in a socket that gives you a decent bonus for you meta requirement and then put 40 AP or 20 Agi gems in the rest (if you are above 99 hit rating and at 26/26 expertise). If you are below 99 hit rating or below 26 expertise you should gem/enchant for those stats where available.
It is advised that you gem/enchant for the expertise cap 26/26 as a mutilate rogue, point for point its a DPS increase over agi or AP (until you reach the cap).
For your hit rating 99 is the specials cap, 315 is the poison cap. 315 is where you would like to be, but remember that having a Boomkin or Spriest in the group allows you to ditch alot of that hit rating, with one of those classes in the raid your poison hit cap will fall to 237.
If you get srs about optimizing your gear consult a spreadsheet to make the best gear decisions you can. I think Liquoid link Aldriana's lates spreadsheet a few days ago that is pretty nice and easy to use.

@OP: In addition, ask for a Draenei in your party. Draenei in your party is 1% hit, which drops the poison hit cap from 315 to 289, and if you already have Boomkin/Spriest, it drops from 237 to 210

You could alway get
Grim Toll
for a decrease in 12 hit rating, but I'm sure it would increase your DPS.
There's also
Pyrite Infuser
but I'm not sure how it scales compared to Grim Toll.

Why are people using rupture all the time?
I mean (with t9 sets i can understand), but with master poisoner, the deadly poison isn't consumed, and with 50% critrate raidbuffed, the envenom often crits for 12k, far more than a rupture would tick for in its full duration? And in addition, the instant poison will have a increased chance of hitting, increasing dps further.
Probably just me doing it wrong, but i'm generally getting better dps from only envenoms and relying on bleeds from a warrior regarding HfB.
this reasoning is full of fail. rupture cycles for mutilate are the best dps option, especially with 4t8. there is nearly no gear set (apart for llvl258 items) that can outdps that setup/cycle.
if you plan to use t9, set bonus sucks. you switch to ruptureless cycles for that (also you need to switch spec and use the weapon swapping technique, which i think it's going to be nerfed to the ground).
