yes you can. I am highest hunter dps in my guild, and generally in the top 2 overall. Sometimes a lock beats me, sometimes a rogue.
I also generally beat SV hunters who I pug with, even though they are often better geared.
Skill > spec.
However, a skilled SV hunter will kick my butt everytime.

And here is a character I have outdps-ed EVERY time I pug with him in VoA25. (though he usually bumps me out by a hair on 10 man) Even though he is SV, and even though his gear is embarrasingly better than mine (full t8.5--drool). So really skill > gear + spec. He is also in one of the 3 best alliance raiding guilds on our server

This hunter, again, SV specced and much better geared only did about 350 dps more than me (which admittedly ads up) in a VoA25 pug. He is also in one of the 3 best alliance guilds on the server--and was giving me grief when he saw the devilasaur--and when he saw the numbers. Then I pointed out the gear differential, and he was impressed. Maybe he even picked up the idea of trying BM raiding from that (since last time I looked him up he had no dual spec), but where he got that BM spec from, I cant imagine--it looks good for nothing--maybe pvp? I know nothing about pvp.

Unfortunately, VoA10/25 is all I have to compare with, since those are the only things I pug. I do know that Emalon isnt a very SV hunter friendly fight, since I am told that he resists a lot of fire damage. So I am sure the numbers would be farther off if it were a patchwerk fight, for example. Nevertheless, their superior gear
But all that aside, "best spec" is based on the dps spreadsheet--which isnt really a good standard of everyday dps. Why? Because it is always based on "optimal" conditions. Max buffs, which you never get (hell, you cant get them, without a BM in your group), standing still, etc. Although SV is superior, my personal theory is that, in a standard raid, the numbers between BM and SV are actually much closer than they are on paper. Close enough that skill can push it over the top.
That said, I do use my SV spec for pet-unfriendly bosses, such as heigan and lothab and Maly. I get about the same dps in SV, even enchanted and gemmed for BM--so I know that if I switched to SV and gemmed/enchanted for it, I would probably get better damage. I personally dont enjoy it. But since I didnt see all the buffs I was hoping for (crit, armor pen, etc pet scaling) I am seriously debating going SV full time.

If a SV/MM hunter knows their spec they will out DPS BM.
This may be true, but in my experience then, most SV/MM hunters

What is sad is that someone who really sucks at SV or MM play can do almost as much damage.
Fail SV and MM hunters will get roflstomped by any competent DPS class and spec. SV hunters love to tell other hunters that it's the highest-dps spec, but what goes unsaid too often is that SV also has at least as much potential for truly horrible DPS as any other spec.
This is absolutely true. A new hunter joined our guild last week, SV spec, and ran 25 naxx with us, geared mostly in pvp epics and epics from heroics. Not great, but not terribad gear. He did 866 dps on bosses, and about 1k overall. He was told, quite reasonably, that he couldn't raid with us again unless he got his numbers up.
The raid lead asked me to work with him, and i got #$%^y and told the RL off, saying the guy was hopeless, but eventually did get on vent with him and talk to him for about 45 mins. He was a new player, just 80, no friends ingame, no knowledge of forums, etc. I told him to respec, to copy my SV offspec, I explained to him the rotation, the importance of Serpent Sting (he was using scorpid), and BA. Explained LnL. etc.
Then I told him to get hit capped (or at least to get to 7% and then stay close to me) and to practice his rotation on the target dummies, to download recount and to make sure ES was coming up #1 on damage.
Long story short, I was totally wrong about him. Last night in Naxx25, he pulled his numbers up to a (still low) 2300 overall, but--as I pointed out to the raid lead--about 3k+ on bosses. I am not sure why his trash damage is low (I think he was pulling aggro and dieing a lot) but I was very impressed with the turnaround. He still isnt hit capped though, and it annoys me. He got a lot of gear last night and last week though.
Which actually brings me to a question: is there an advantage to equipping both Anvil of the Titans and Mirror of Truth? He has them both, and I told him to get Sphere of Red Dragon's for hit (he says it hasnt dropped for him yet). I looked in the comments on the trinket's pages, and got conflicting info--some say both can proc--they dont share an internal CD, and some say they do, and their is no reason to have both. Anyone give me a hand, so I can tell him?

Maybe not "lie" as such, but they can be misleading. Take the numbers with a grain of salt.
In what way, lol? If he is beating an SV hunter on the meters, then in what way is he NOT beating the sv hunter?

The only reason why BM hunters often out perform SV or MM hunters is simply how easy it is to play a BM hunter. All you do is blow your cooldowns, keep serpent sting up, and rotate between steady and arcane. This means that almost any moron or addon challenged (like myself) person can pretty much maximize bm output. What is sad is that someone who really sucks at SV or MM play can do almost as much damage.
It really isnt that easy anymore. The priority is still relatively simple (but dont lie to yourself--SV's isnt very hard either--certainly not compared to MM). BTW if you are BM you should also be using Multi-shot. But keeping your pet alive--and usable (knowing where to position him, and when) can be a challenge on certain fights.
But no one who sucks at SV or MM can put out nearly the numbers that a skilled BM can
