It keeps Swiftmend, which in my opinion, is one of the Druid's best heals, and hands down, our most efficient when used properly. It also leaves nothing to chance, and when coupling that with health mods, you can get people to an exact health, or wait until that health to Swiftmend.
It also takes key talents in Balance, such as Insect Swarm (One of the most efficient DoTs in the game), extra range, and double crits. The next few balance points would go to Nature's Grace, Moonglow, and Lunar Guidance if you went this route.
However, if you don't use Swiftmend, or want more Balance spells, take the points out of 'Mend, Emp Touch, and the point from Tranquil Spirit from Resto and apply them to Balance to get Lunace Guidance and Nature's Grace. That way you'd get extra damage / healing that scaled slightly with gear, allowing you to also pick up more +Helaing for the lack of Swiftmend.
The one thing you'll probably have a hard time with is no pushback resist, no mp5 (That is, Dreamstate. You would, however, have Intensity), and no Moonkin form (AKA: Damage soak when grinding).
Either build would be solid - It'd be more personal playstyle. And if you want an end-game capable build, take a look at my Armory (Imabug - Cenarius) for a decent one. It can be slightly altered to be a Regrowth-Crit build (Hard to play, honestly), or even shifted more towards Dreamstate with a couple points here and there.
