If you absolutely must make a druid hybrid, it should be a balance/resto or feral/resto.
This build will just gimp you. Yes, you could possibly fill more roles a little better, but you'll never fill one role very good.

Basically, Moonkin obsoletes both bear and cat. Your dps is better than cat's because of gear, and surviveability is the same as bear, just about... you can even tank in Moonkin form, if you know what you're doing. The only reasons I use cat ocassionally is for stealth and track humanoids.
The gear problem is huge for that spec as well - you need feral gear to make good use of feral forms, so Str/Agi/Sta/AP, and balance gear to use the balance spells, so Int/Spi/Spelldamage. Lots of trouble while levelling, expensive and slow.
Also, there aren't many talents with good synergy other than HotW, and not only are you missing out on the lvl 40 talents which are very defining, but also the good feral/balance boosters in resto... 10% damage and clearcasting is nothing to sneeze at. Losing those will definitely slow your levelling.
Overall, nope, you're better off sticking with Balance/Resto or Feral/Resto ;)
And talenting your chosen main tree to 40 as fast as possible. Really.
