from my limited experence with my warrior, I see it as this...
If you are dodged you are basicly trading a slam for an OP. Arms warriors are basicly eating their GCD 100% of the time, so if you were not dodged and going to do an OP you were probably going to slam (assuming that MS/Exe were not up, and that you did not missed with a MS/Exe). For this "natural" OP to be worth the lost hit, you would need for your OP to hit for at least as much as your Slam plus an auto attack, also you have a net loss of rage compared to using slam after a successful auto attack.
I could be way off here, my arms warrior is only level 77, so I'm not at the point where I'm stressing this stuff in endgame yet.
I've seen this argument before and I wanted to address the critical flaw (no offense meant, trade -- you're not the only one making the error). A lot of people assume the dodged attack will be an auto attack. Try to remember that the dodge could also come from a yellow attack. Say your Slam is dodged; your OP then has to essentially be as strong as two Slams to make up the difference. Or, say your Execute is dodged. No way the resultant OP is making up that chunk of damage. A lot of the theorycrafting on the issue seems to come from the idea that an OP can be as strong as a Slam + a white swing, which is doubtful in and of itself, though it does have the near-certain crit chance to its advantage. But making up for the potential dodged special attack is a tall order.
You also still lose the rage you spent on the dodged special attack, as well as the Sudden Death proc or the MS cooldown if applicable, so you get burned there as well.

There's no possible way you can recover from having a yellow attack dodged. It is a concrete DPS loss.
Yeah, even I know that having a yellow attack be dodged is unrecoverable. That's the main reason i chose to use an auto attack in my argument. Even under the best of conditions, it's still a negative thing to be dodged.

My dps went up from 3,2k to 3,8k as arms from a really minor adjustment. I removed heroic strike from my bars when arms, and took out all 3 talent points to improve it. Its so hard to manage when arms and it always left me rage depleted. So if you have trouble dpsing and managing that skill, just ignore it, remove it and watch your dps rise by hundreds.
