...but I'd like advice as to whether (Improved Revenge) or (Improved Charge + Anger Management) is better for the last three points of my currently 8/0/50 Devastate build.
As this is my fifth alt, I'm not likely to be raiding, but I'd like to be capable of tanking heroic 5-mans, since 5-mans are where the fun is :)

I want to start this post by saying questions are always welcomed as long as you make an effort. You were very specific & knew what your dilemma was. The only problem with your question is you provided no background info. to help us get a better picture (i.e. your talent build link).
I'll just say make sure you get the core talents in deep Protection...and from a 5-man status:
Improved Sunder Armor 3/3
Focused Rage 3/3
Shield Mastery 3/3
One-handed Specialization 5/5
Forego Imp. Charge (when on Earth would you really charge?) & take Imp. Heroic Strike as filler points w/ Deflection 5/5. Aren't you after Imp. Thunderclap? This is more important than Anger Management, which is optional.

The only problem is this build lacks Imp. Defensive stance, which when you're gearing up your alt, won't even matter at the beginning. You need the Anticipation more at that level.

, and I find I tend to open with Charge -> Thunderclap -> Demo Shout -> Bloodrage while levelling, which leaves me facing a crippled set of enemies and with enough rage in hand to start spamming shield bash or devastate as required, or shift into defensive stance if tanking an instance.

Whatever your strat for leveling, if it works, that's great & personally you run out of offensive options for burning your rage, so that's fine & understandable.
Either way, when you're tanking you should change habits before it's even more complicated & use Bloodrage when pulling (as opposed to not pulling & simply Charging).
You'll find the difference in threat & rage are not dissimilar because of the lowered threat in Battle stance & loss of rage when changing stances.
Add Cruelty to the list of talents you shouldn't skip in a Protection build - it's important for higher TPS values as in most situations you'll be tanking with a fast sword which means many swings per minute. It also affects Shield Slam, etc. so that speaks for itself, don't overlook it!
To get that, you have to find 5 points...which you have in the Protection tree. You can get 3 of them by removing Tactical Mastery right at the top. The other two points I recommend removing from either Anticipation or Imp. Bloodrage, depending on if your gear. It's really a tough call because you're likely gonna need that rage from what you've said.
You could always drop Imp. Defensive stance which is not as useful for a fresh level 70 (it's great to have, but it's not exactly required for 5-man content in the early heroics).

Unless you're 4x Protection for raids, I wouldn't suggest leaving out Imp. Sunder Armor as it's invaluable for TPS with the changes in 2.3.
The reason it's not as important in a raid build would be due to the fact you'll always have rage & though it would effectively lower rage to threat costs, once again: you don't have threat-per-rage issues when a huge monster is pounding on you.
Subtle changes like these are usually found in raid builds & are special exceptions tanks sometimes make (this goes back to what we said about sacrifices).
I want to add an idea that was brought to my attention recently & that is the use of
1
/3 points in Tactical Mastery. Anyone who has built enough talent builds in Protection trying to find
the right one
, will know there is usually a single filler point somewhere down the line. This single point, when put into TM, can effectively allow you to stance dance & Intercept, etc. without delay. This is strictly a 5-man choice for an all-around build & wouldn't view it as useful in raiding (perhaps somewhat useful in smaller raids like Karazhan & Zul'aman).
It's a generic choice ultimately, but it
is
an option. I personally don't think it's necessary & would rather remove a point from Anticipation to flesh out Imp. Shield Wall or Imp. Taunt for filler points. It can be a good move for the stun effect in a 5-man, though.

Since I'm not likely to be in the raiding scene with this toon, I'm going with
this build
; I've not ever suffered from lack of improved taunt, and this build seems to keep the option of shifting out of Imp Defensive Stance to Imp Revenge if ever I decide I've the gear to shrug off the 6% damage from spells I can't bash or have a party member interrupt.

Looks really good here, you took all the core talents & the supporting talents to go with them. Noticed you took the 1 point in TM for the Intercept or Pummels - let me know how you like it & if you keep it!
