I think its kind of done with the mindset that you won't really need to summon someone unless you're running an Instance, in which case you should already have a few people around.
Its really just a tool to summon friends to Instances that they don't qualify for with the Summoning Stone. At least that's the only time I ever use it.

summoning a friend to you whenever you want is a bit OP. as you say, the spell is a hangover from when meeting stones were beyond useless (they were actually annoying) and is a way to gather a group for group play.
it's not a way to allow someone to skip travel time on a whim or for you to get your friend to you quickly. they want you to use it to make
grouping
easier not to bypass HS use or long taxi rides.

ya, this would be really OP.
just one scenario I thought of.. I get ganked... I run off and summon 10 of my friends to the middle of no where and Camp-o-ramma..
and the thought of all the people I would get wispers from to "Port to Dal" makes me cringe

Mages can portal you without help, but they can only send you to certain specific locations.
'Locks need a couple of helpers, but they can summon to just about anywhere.
There's the balance.

Or just before the WG portal opens...
Shame Blizz buffed the time you can normally breathe underwater, summoning to the bottom of the ocean just isn't as much fun now. :(

I remember actually using a summon stone to find a group for lowbie instances...... damn it was a long time ago though.
