Most spell power weapons carry the MAIN HAND distinction
. Which is a pretty good reason why it's not a super idea.
You gain virtually nothing in the enhancement tree with so many points invested. It used to be you could pick up
Mental Quickness
, but they moved it much deeper.
You have to pick up so many non-healing talents to get to dual weild. And you give up
Tidal Waves
,
Blessing of the Eternals
,
Ancestral Awakening
,
Earth Shield
,
Riptide
to do so. All for the ability to put Earthliving Weapon on a melee offhand?

Even if it was possible I'm quite sure a standard restoration shaman would have a higher HPS then a dual wielding shaman with that build.

If a dual wielding earth living spec was proven to have the highest HPS (or is better in some way) then I'm sure it would be adopted as a cookie cutter build.
There are a number of shaman who run dual-wielding healing builds on General Vezax. And, yes, there's a cookie-cutter of it.

I wouldn't say one fight where it might be better would make it a 'cookie cutter' build. You may disagree, but to me the cookie cutter build for restoration is something like

. I guess our definitions of what 'cookie cutter' actually is differ.
Mine is this:
Cookie cutter builds are generally those that have been subject to rigorous testing ensuring that they are the best build available. I would say cookie cutter builds consist of a set of core talents that are absolutely needed for one to perform the best they can.
The template may be only applicable/viable in one specific encounter, but there does exist one for people to refer to for this encounter should they choose to, and in case there are more encounters in the future for which it is viable.
