Can the regular dungeon quests be done while running the dungeon in Heroic mode? For example, can the "Ingvar Must Die" quest from Utgarde Keep be done while running it in heroic?

Heroic dungeon quests have the 'Must be completed in Heroic Mode" tag, whereas regular dungeon quests have no such tag in any way. Also, you get the regular dungeon achievement if you did it for the first time on Heroic, so the same concept applies.
TBH, there are some dungeons that I never ran on regular but have completed the quests and achievements by running them solely o Heroic.
