Flametongue was changed in 3.1 so that it no longer scales with fast speeds. Also, while leveling, you would probably get better results going with double Wf. No matter which imbue you choose you're going to want to use two slow weapons. Fast weapons aren't nearly as good for an Enhancement shaman.
