Struggling with dps, is tank only option

If you want to dps, go dps! If you go tanking, people that you group with will expect you to roll on tanking gear and not dps gear. It'll take you forever to get drops that no one wants from runs, especially with all the DKs and Paladins running around. Don't worry about meters, get in as many groups as you can. Aim for better and better dps gear and you'll eventually get there.
I do agree that Arms is less gear dependent. I went the tank route because I wanted to tank, but eventually I got enough gear to put together a decent fury dps set. I can warn you that this took a very long time and I saw a TON of dps gear that I passed due to my main spec being tanking. Eventually though you will be rocking the meters if that's what you care about. I got 4th place on the last Naxx 25 Thaddius fight as Fury, beating out both Arms warriors. 5.6k dps as offspec baby!

Depends how low. Its pretty obvious you wont be able to compete with good played* dk/pally at this level simply because they have far more toys than you do.
* - good played is very relative term. I rolled a dk recently just for science reasons and whoa is that thing overpowered. I remember my warrior getting into Outland at 62 and it was hard. With DK at 58 i can pull elites, 10 mobs and nothing happens. I totally have no idea how to spec or play so that kinda shows how relative the good played is.
PS: Was able to 4 shot a retri when he ganked me and than 3 shot him after i ganked him.
Go what you feel like. Dont go on competing with other classes yet, try competing with your own first.
