It's an interesting concept, but if somebody was getting very low ratings they might decide to learn how to play their class better, practise in some easier instances and improve greatly, but they would still have their old ratings bringing them down. (Like how one missing assignment on a report card can bring your mark down a lot.)
Maybe if a new set of ratings was started each month, that way players could see their improvement.
ie.
March 09:
4.5/10
April 09:
6/10
May 09:
7.5/10
I checked out Zarkmark, but I really think it needs a score out of ten, not just good/bad.

If you want a rating of someone, ask their guild. Random players would abuse a rating system like the one you propose.

Your not paying anyone, and you have to work with humans, this is a nice taste of the real world.
As long as you rely on other ppl to accomplish something (for free) you have to expect there to be at least one no hoper.
So i say no to this idea, as stated above the most ppl bothering to give ppl ratings will be snot nose little punks who suck, but think they rule.
