raid frames are the bars that show the members of your raid group. on the default interface, you can drag them out of the raid tab in the social menu.
raid frames are great for healers, people use them because they provide the entire raids hp and mana in a small concise window.
there are several raid frame addons, like grid, xperl, etc.
the xperl raid frames are dragable when you have the options ui for xperl up (click on the xperl button on the edge of your mini map)
colours and orders can be configured at the raid frames tab in the xperl menu.
sorry if my instructions are a bit vague, i dont have access to my acc right now, so i cant check the menus.
how you position them is a matter of preference,

What the above post said. There's also an addon that I love. Called PriestFriend. It lets you know when your buffs go out, when your fearward CD is done, and also when you are rezzing someone it automatically sends them a whisper "Just an FYI: I'm rezzing you" so that they don't release. I find it very useful.
