As for speccing Chaos Bolt as opposed to Nightfall I'm not sure. I will look more into Chaos Bolt's power in PvP, but I think I would rather go with Nightfall as I'm 99% sure that it and GoCorruption can proc at the same (or nearly the same) time and they both don't get consumed by 1 SB. This allows for potentially launching 3 SB's, Shadowfury, Shadowburn, and Death Coil all at once (with the exception of the GCD) which I think could destroy anyone very quickly.
If you're 99% sure about that, then that other 1% is right.
Nightfall + GoCorr have different proc chances, that do not stack. So, if Nightfall procs and you haven't sent out the sbolt yet, and then GoCorr does, then you still only get one insta-sbolt. To get 3 straight insta sbolts in a row is a ridiculously low chance.
The total % chance to get one single sbolt is also slightly lower then 4% + 4% since they're seperate.
