As far as I know it does not. Only level 40+ mobs in Uldaman dropped it, and no such mob exists anymore.

No, they don't. Their level all got reduced back when they made that sweep through pre60 content to speed up the leveling process back in patch 2.3(?).

You'll notice that all of the mobs that drop it list their levels ending at 39 now.

i doubt their loot got changed bcz pendulum is NOT a world drop thus affecting the lvl of a mob shouldnt change it even though i know items wont drop from mobs with a higher lvl than the required lvl :/ also we are also talking about a specific instance/mob drop so :P

even if its 0.0000000001% there is still a drop chance and dont forget that it always was like that :)

My point was that it used to be around 0.7% and now it's much lower all of a sudden. Only two things can cause that kind of drop. Either the drop chance was actually changed (unlikely), or it no longer drops thus diluting the percentage (more likely).
To put that in perspective, with it's current drop rate, it would be about twice as rare as one of the whelplings, or roughly as rare as the original baron's mount drop rate.

Random loot is random. Just because you haven't seen it doesn't mean it doesn't drop. Maybe all the people farming it don't have the wowhead client installed? There are any number of reasons that the drop stats on the site could be skewed. That's why you should always use them as only a rough guideline.
Until we see a patch note saying that PoD doesn't drop from Uldaman anymore for some odd reason, my money's on RNG > farmers.

Randomness does not account for an order of magnitude difference between the two values. almost 30,000 kills is more than enough to generate an 'accurate' picture of the drop rate, and it's not where it should be.
I highly doubt they deliberately removed the item. More than likely it's an oversight, but that doesn't change the fact that statistically wowhead says it shouldn't be dropping, or drops so infrequently as to be considered zero.
edit:
As for your claim for people not having the client... It doesn't work that way. The client counts ALL of your kills whether an item drops or not. If you don't have the client and it does drop, it's not counted at all. The only way that's a viable argument is that it only drops for people without the client running, which strains sensibility at best XD
