Overpower is limited to classes that can parry, as such I dont favor it much.
I run with execution, MS and hamstring.
Hamstring doesn't stack with the talent but that doesn't make it useless. The fact that they don't stack means they proc independant of each other, and as such you might get a wasted double proc once and a while but it still increases the change to proc it.

I'm a huge fan of the Rend glyph. It has improved my PvE dps by quite a bit.

Since you are leveling and already 62, you should use overpower for sure. I'd also recommend execute, rend is 100% useless for leveling because mobs don't live that long. I used the sweeping strikes in earlier levels, but with the weapons from outland you'll always have enough rage to ss+bladestorm if you need to kill multiple mobs.
Anyways IMO overpower is 100% must for leveling. Especially when you're questing/grinding mobs that are higher level than you.
