Elemental almost kills the enemies before they get to you so you only get hit a few times, but lots of down time due to healing and drinking water.
This is a complete lie, since you get water shield at 20 + unrelenting storm in the 30's, ele is the best leveling spec. I even did several levels without even drinking once, as soon as you figure out how to manage your mana effectively. Plus you can AoE smaller groups with stoneclaw + magma + chain lightning without downtime, whenever necessary.

Have you tried using a shield+1h as ele? Can't be that you need to heal seriously often as long as you wear a shield, even when you wear some cloth parts.
Also you need to make profit from water shield by finishing mobs off from time to time with melee hits (+flametongue procs). Once you get the hang of it, you're not going to have any noticeable downtime. And TBH if you switched to ENH at 35 you did it just around the time where ele is getting so much better with every talent point.

I found that leveling enhancement with a 1-hander and a sheild is very fast. I used to be really bad at leveling all classes, I couldnt get past level 20. I tried leveling my first 4 or so shamans as elemental. I got to level 15 every time without fail and couldn't stand it. Then one day I inspected a shaman with enhancement. They looked good from the talents which I never used to care about. I soon rolled an enhancement shaman, and gripped leveling by the throat. I blew through 40 levels extremely fast. I unfortunately stopped playin my shaman at level 41, not by any choice of mine, and when i get WoW again I will probably have myself another enhancement shaman.

I guess enh is better after wolves come at lvl 60 due to they give you a lot of survivalibty which shammies don't have much when they pull multipal mobs and shamantic rage didnt let you sit and drink because its cd is short enough to reuse when u nearly gone oom so u dont even need to stop for mb if u dont forget using water shield frequently before that stuff(shamantic rage and spirit wolves) ele and enh equal In my opinion.
btw I got an ele shammy so there was no offense for ele's

buulllllllllll !@#$. The only times you'd need to stop and heal or drink for 10 seconds if is you pull an elite 4 levels above you that really you shouldn't be able to solo but you can because you're have an AoE root n stuff.

Ive noticed most Ele supporters are using heirlooms,
considering no twinking besides questing, and some random CHEAP AH'ing
is thier a spec that is less gear dependant to level
imo id rather spend the time questing than to twink
I level'd my shaman with absolutely 0 support on 2 servers. First one as enh and the other as Ele which is my main now. I had more fun and an easier time leveling as elemental and I had absolutely no mana issues after getting water shield and gearing myself correctly. On my way to lvl 60 i probably only stopped to drink water like 10-20 times. Think about that guys, that's 1 drink every 3 levels. I'm dead serious mana is not an issue leveling as elemental.
If you're looking for gear in the ah then look for these suffixes:
of Healing (+spell power)
of Nature's Wrath (+nature damage)
of Intellect (+intellect)
of the Eagle (+intellect and stamina)
of the Owl (+intellect and spirit)
of the Gorilla (+intellect and strength)
of the Falcon (+intellect and agility)
